Village Board Meeting Minutes
The Princeville Village Board met on the above date in the Village Hall. President Stahl called the meeting to order, the following members answered roll call, President Stahl, trustees; Rickey, Rasmussen, Knapp, Troutman, and Koller. Sutherland was absent. Peoria County Sheriff's Patrol Report: No report, Deputy Confort on vacation. Liquor license request : Wendy and Tim Begner purchasing Frank's Tap on Main St . Application completed, background check in process. They will operate under Frank's Tap, Inc papers. Purchase is being financed through Gary Maness, who owns the building. Discussion on who would be working for them, and what, if any changes they had planned. Motion by Rasmussen, second by Koller, to accept the application, effective February 2, 2004 , contingent that all paperwork is completed and the current license in the name of Patricia Ward be surrendered. Roll call, 5 ayes, Sutherland absent, motion carried. Motion by Rasmussen, second by Rickey, to donate $200 to the after Prom committee . Discussion. Roll call, 5 ayes, Sutherland absent, motion carried. Motion by Koller, second by Knapp to pay Princeville School District # 326 , $35,000 TIF I funds for the Village's fiscal year, May 1, 2003 to April 30, 2004 . Discussion. Roll call, 5 ayes, Sutherland absent, motion carried. Midwest Ingredients Awning Bill : Motion by Rickey, second by Rasmussen, to pay $2681.25, to Midwest Ingredients for the repair, cleaning, and replacement of awnings damaged by leaf burning by a village employee. The original amount was $2500.00 awarded at our November 18, 2003 meeting. Roll call, 5 ayes, Sutherland absent, motion carried. Chad will send this bill on to the Village insurance company. Vacating S. Santa Fe St . Motion by Koller, second by Rickey to start proceedings to vacate S. Santa Fe St. from Lincoln Ave. to the railroad tracks. Discussion followed. Roll call, 5 ayes, Sutherland absent, motion carried. President Stahl will contact the Village attorney, Laurie Judd. Municipal Code Book . Table until next meeting. Townhouse School Committee /Historical Assoc of Princeville building permit. Hold until lease has been drawn up and signed. Discussion on having agreement with Roy Mueller placed within lease language. Dept. of Public Works: Chad Gardner
General Daily and Associates Lawsuit : Laurie Judd going to hearing Friday, January 23 rd . A different judge has been assigned, Judge Shadid. TIF I Capital Improvements : Need project ideas by next meeting. Property committee would like names of anyone with junk or abandoned unlicensed vehicles. Complaint about the substitute officer patrolling the Village is being too strict and by the book. Discussion. Motion by Rasmussen, second by Rickey to go into Executive Session at 9:40pm , for the purpose of discussing a personnel situation. Roll call, 5 ayes, Sutherland absent, motion carried. Regular Session at 10:00pm . Motion by Rasmussen, second by Troutman, to review the IMRF early retirement options and health insurance options, in the event of an early retirement by a Village employee. Voice vote, 5 ayes, Sutherland absent, motion carried. Random drug testing Board verbally agreed this needs to be done, Janet will check into it. Motion by Rickey, second by Troutman to adjourn.
