Minutes of the Regular Meeting

Tuesday, January 3, 2006.

Princeville Village Hall

 The Princeville Village Board met at the above date and place.

The meeting was called to order by President Stahl at 7:30 PM with the following members answering roll call; Sutherland, Rickey, Rasmussen Troutman, Koller and Barrington being present. A quorum was present. Notice of the meeting and the agenda was sent and received in a timely manner. Staff present was Sec./Treasurer, Sue Hofer, Supt. Of Public Works, Chad Gardner, Deputy Breitbarth and Village Clerk, Milton Rasmussen.

Approval of minutes as published:

Motion by Barrington, second by Koller to approve the minutes of the December meeting as published. Voice vote. All ayes. No nays. Motion passed.

Treasurers report:

The treasurers report was not complete and was moved to the next meeting for approval.

Paying of the Bills:

Motion by Rasmussen and second by Sutherland to pay the bills as presented and place on file; to include a bill from Walker Construction for digging for water leak and sewer repair. Roll call vote. Sutherland, Rickey, Rasmussen, Troutman, Koller and Barrington voting Aye. No nays. Motion passed.

Adoption of Intergovernmental Agreement:

Motion by Troutman, second by Rasmussen to approve the intergovernmental agreement with Princeville Community Unit School District # 326 and the Village of Princeville TIF district extension 1; approving and authorizing the execution of the ordinance #06-01-01.

Roll call vote. Sutherland Rasmussen, Koller, Barrington and President Stahl voting aye. No nay votes. Two(2) abstentions, one each from Rickey and Troutman.

Police report:

Deputy Breitbarth reported Civil Papers had been served, a death notice given, a couple of disputes between differing parties, a motor vehicle accident, 3 ambulance calls and an investigation involving a minor had taken place.

Water works fence bids:

After discussion, bids were tabled until next meeting and checking with Homeland Security, to find out if any Money Grants existed for this project.

Building permits:

No building permits on file at this time.

Date of employment, for determination of employee vacation and retirement:

Open board discussion of a starting date with reference to vacation time and retirement dates, time of service. No action taken.

Committee reports:

None.

Supt. of Public Works:

Supt. Chad Gardner reported that the Altitude valve should be installed by Walker Excavating about Jan. 23 rd., 2006.

The sewer at South and Walnut intersection will need more attention, going East of the corner.

Number 3 well is in need of repairs, and Peerless Pump will be looking at what can be done.

A pump in the well house on Walnut Ave. is leaking and needs to be replaced and repaired as a spare pump. Motion by Sutherland with a second by Rickey to purchase a new pump with the cost not exceed $9000.00. Roll call vote. Sutherland, Rickey, Rasmussen, Troutman, Koller and Barrington voting aye. No nays. Motion passed.

Other business:

Rasmussen, whom is also chairman of the Princeville Civic Association, asked the village to purchase six (6) new snow flake Christmas ornaments for the Xmas season light poles, with an additional six (6) ornaments being purchased by the PCA for a shared cost of $1765.00.

Motion by Barrington with a second by Koller to purchase the 12, 6 each, by the Village and PCA for a cost of $1765.00, Snow Flake Pole Ornaments. Roll call vote. Sutherland, Rickey, Rasmussen, Troutman, Koller and Barrington voting aye. No nay votes. Motion passed.

Village clerk Milton Rasmussen asked the village to send him to the Municipal Clerks of Illinois Winter Seminar at Urbana, Illinois on Jan. 20, 2006. For a cost of $50.00.

Motion by Troutman with second by Rickey to permit the Village Clerk to attend the MCI winter seminar. Voice vote. All ayes. No nays. Motion passed.

Board meeting dates as published except changing the March 6 th 2006 to Tuesday March 7 th, 2006 are set and must be posted. 5ILCS120/2.01. All meetings commence at 7:30 PM, at the Princeville Village Hall Board Room, 206 N. Walnut Ave. Princeville, Illinois 61559-0200.

Adjournment:

Motion to adjourn by Troutman, second by Koller. Voice vote. Motion passed. Meeting adjourned by President Stahl at 8:48 PM.
