Minutes of the Regular Meeting

Monday November 6, 2006              7:30 PM          Princeville Village Hall

The Village Board met at the above time and place.
The meeting was called to order by President Stahl, at 7:30 PM with the following members answering roll call; Sutherland, Rasmussen, Koller, Barrington and Knapp. Trustee Troutman was absent. A quorum was present for the meeting. Notice of the meeting and agenda were sent and received in a timely manner. Staff present was Village Clerk Rasmussen, Supt. of Public Works Gardner, Sec./Treas. Hofer, who left the meeting room early and Deputy Breitbarth.

Police Report:
Deputy Breitbarth reported that Two Criminal damage to property’s had occurred; Two locked Automobiles were opened by him; A window was found open at the Methodist Church; An Aggravated Battery Arrest was effected to protect an individual from self inflicted injury; There was a report of harassing phone calls; and a Motor vehicle accident had occurred. Two notices to appear were issued after a fight; a runaway youth had been investigated; an industrial accident occurred from a nail gun discharging; and a speeding citation was written for 52 MPH in a 25 MPH Zone.

Approve minutes as published:
Motion by Barrington with a second by Knapp to approve the minutes of the October meetings. Voice vote. All ayes. No nays. Motion passed.

Treasurers report:
Motion by Rasmussen with a  second by Sutherland to approve the Treasurers report and place on file. Voice vote. All ayes. No nays. Motion passed.

Paying of the bills:
Motion by Knapp with a second by Barrington to pay the bills as presented. Roll call vote. Sutherland, Rasmussen, Koller, Barrington and Knapp all voting aye. No nays. Motion passed.

Truth in taxation for 2006-2007 levy approval of ordinance:
Village Attorney Laurie Judd was present to explain the current truth in taxation procedures and advised the village, upon rulings by the Illinois Municipal League, The Illinois Department of Revenue, citing a 1990 Dept. opinion, and The Department of Economic Opportunity; that the Village uses the Total Tax Extension Amount of $56,654.00. Motion by Rasmussen with a second by Barrington to set the 2006-2007 tax levy ordinance amount at $56,654.00. Roll call vote. Sutherland, Rasmussen, Koller, Barrington and Knapp all voting aye. No nays. Motion passed. Troutman was absent.

Streetscape design:
Motion by Barrington with a second by Koller to proceed with the design of the 100 Block of East Main St project with an elevation of the complete block and associated cost of the project. Roll call vote. Sutherland, Rasmussen, Koller, Barrington and Knapp all voting aye. No nays. Motion passed. Troutman absent from the vote.
Motion by Barrington with a second by Rasmussen to have the survey done.
The engineer’s survey will be done by BCZ Engineering from Galesburg, which has done the villages engineering for several years. Roll call vote Sutherland, Rasmussen, Koller, Barrington and Knapp all voting aye. No nays. Motion passed. Troutman absent.

Advertiser paper Christmas Add:
Motion by Sutherland with a second by Knapp to place an add in the Advertiser Paper Christmas addition by the Village of Princeville, at a cost of $192.00. Roll call vote. Sutherland, Rasmussen, Koller, Barrington and Knapp all voting aye. No nays. Motion passed. Troutman absent from the vote.

Approve bill for tank removal at 103 E Main St.:
Motion by Rasmussen with a second by Koller to pay the bill for tank removal in the amount of $10,000.00 from a cleanup grant previously approved. Roll call vote. Sutherland, Rasmussen, Koller, Barrington and Knapp all voting aye. No nays. Motion passed. Troutman absent.

Fund request by the Akron-Princeville Fire Protection District:
Motion by Rasmussen with a second by Sutherland to approve the amount of $25,000.00 to be used for the purchase of a new fire truck, from the TIF 1 funds. Roll call vote. Sutherland, Rasmussen, Koller, and Barrington all voting aye. No nays. Motion passed. Troutman absent. Knapp abstained from the vote.

Approve a plat dividing property of Jeff Nevells on West Douglas Ave.:
Motion by Rasmussen with a second by Barrington to divide property into 3 lots of 80’ frontage and 125’ deep (10.000 Sq Ft each). One lot with the existing home on it, and two building lots. Roll call vote. Sutherland, Rasmussen, Koller, Barrington and Knapp all voting aye. No nays. Motion passed.

Committee reports:
Business revitalization committee, Motion by Rasmussen with a second by Knapp to pay Clark Oltman (Agency Partners Insurance) $2,150.00 for his approved grant from TIF 1, for the replaced front doors on his building; and to pay Ron Sulaski (Ron’s Hardware) $1500.00 for his remodeling of his annex building also for his approved grant from the TIF 1. Roll call vote. Sutherland, Rasmussen, Koller, Barrington and Knapp all voting aye. No nays. Motion passed.

Burning Ordinance Revised:
Motion by Rasmussen with a second by Knapp to approve the revised wording of “burning permitted on Tue. Thur. Sat. and Sun. from sunrise to 5 PM (All fires are to be extinguished by 5 PM), except NO burning on Halloween. Fires are to be attended at all times and an adequate water supply readily available. Roll call vote. Sutherland, Rasmussen, Koller, Barrington and Knapp all voting aye. No nays. Motion passed. This complete amended ordinance may be viewed at the village hall during normal open hours.

Supt. of Pub. Works:
The sewer on South St. has been relined; B&H Blacktop is to blacktop South and Walnut Intersection and 100 W High St this next week; wants to get the Xmas lites on the poles while the weather is warm.

Other business:
New doors on the pump house on Walnut St were completed by Tracy Keer. Motion by Rasmussen with a second by Koller to pay Tracy Keer $2633.00 for the doors and installation on the pump house. Note the bid amount was $2433.00. Roll call vote. Sutherland, Rasmussen, Koller, Barrington and Knapp all voting aye. No nays. Motion passed.

Adjournment:
Motion by Rasmussen with a second by Koller to adjourn the meeting. The meeting was adjourned by President Stahl at 9:20 PM.
