Village of Princeville Minutes of the Regular Meeting Tuesday, November 20, 2005. The Princeville Village Board met at the above date and place. The meeting was called to order by President Stahl at 7:30 PM with the following members answering roll call; Sutherland, Rickey, Rasmussen, Troutman, and Barrington being present. Trustee Koller Was absent. A quorum was present. Notice of the meeting and the agenda were delivered and timely received. Village staff, Supt. Of Public Works, Chad Gardner was absent and Sec./Treasurer, Sue Hofer was present. Police report: Peoria County Sheriff’s Deputy Breitbarth reported there had been 4 ambulance calls, two arrest had been made for disorderly conduct and resisting arrest, along with a DUI arrest. A call for exploitation of a senior had occurred, a theft from a business and a couple of open doors had been found. Street Numbering System in Brockway Hills Subdivision: John Ramsey of Peoria County Planning Department and Konnie Duncan of 911 Dispatch Systems were present to voice there concerns about the numbering system that Chad Gardner had used in Brockway Hills, not conforming to standard numbering systems. They explained that should the local EMS personnel be unavailable for answering a call and if EMS response from another jurisdiction answer the call they would have trouble finding the address as they were assigned. A North - South and East - West grid system should be followed. County planning will help verify the numbers if the village will fax new construction information to them, attention John Ramsey. Residents are concerned that a credit report would look seemingly suspicious if house numbers change frequently. 911 and the planning dept. will issue a letter to individuals with that concern, that may be sent to credit and loan reps. The residents with stone house numbers will need to change the numbers, and the village will make reimbursement to the owners, since this was the result of an employees mistake. The street signs were ordered, received some time age but never installed. Motion by Troutman second by Rasmussen to change the numbering system to a standard grid system. Roll call vote. Sutherland, Rickey, Rasmussen, Troutman and Barrington voting aye. No nays. Motion passed. Motion by Barrington second by Rasmussen for the Village to pay the replacement cost for the incorrect house numbers. Roll call vote. Sutherland, Rickey, Rasmussen, Troutman and Barrington voting Aye. No nays. Motion passed. Ostrom Meadows Street Lighting: Mrs. Stephenson and Mr. Stowell representing Ostrom Homeowners Assn. asked that 3 new street lights be installed to enable people walking or running during dark hours may be seen. The lights are needed at the corners of James and Ostrom, Jane and Rebecca, and Jane and Ellen with ornamental metal post. President Stahl will contact Ameron/Cilco for engineering cost, layout and feasibility. The association needs to have a signed petition of the subdivisions residents who agree to the lighting. CDAP Loan Application: German - Bliss loan request was reviewed by Finance committee and recommended a seven year loan to permit building renovation and repair as needed. This agreement gives a 5 job retention and is backed by the Mid America Bank, with a personal guarantee from Greg German. Motion by Sutherland second by Rickey to approve the loan. Roll call vote. Sutherland, Rickey, Rasmussen, Troutman and Barrington voting aye. No nays. Motion passed. Fence Bids: Revised and placed on hold for a revised bid and placement. Committee Reports: Rickey has contacted the owners of the former Chevy Dealership and the owner wants to paint and or cover up the plywood in the spring. Lynn Perkins, The attorney for prosecution of the junk/unlicensed vehicles needs an amendment to the ordinance before going to court. Supt. Of Public Works report: The high pressure pump at the north pump house needs major repair before installing the new valve at the North tower. Helen Oertley’s culvert needs cleaned out and repaired, she’s waited several months and made numerous request. Barrcade at Cottage Grove and Spring St has been there over a year and the hole needs to be repaired. Possible it may be the county’s road. President Stahl to check with the County Highway Dept. Village employee’s will receive December 23 and 26 for Xmas and Dec.30 and Jan 2 for New Years of this year. Other Business: Two lights out at the Veterans Memorial. Water treatment lighte on front of the building have been out for two months. The coin meter at the south water tower water disbursement system is jammed most of the time and needs attention. Janet has the concern that when something is brought up, there in never any feed back and keeps being put aside with no answers or corrections. Harv Stahl has lots #62,63, & 64 where he put 10% down in 1998 and no building has been done. A developer wants the lots to build homes on now. Agreement was to build on within two years from the purchase date. Adjournment: Motion by Rickey to Adjourn second by Troutman. Voice vote. All ays. No nays.
