Village of Princeville Minutes of the Regular Meeting Monday, November 7, 2005. The Princeville Village Board met at the above date and place. The meeting was called to order by President Stahl at 7:30 PM with the following members answering roll call; Sutherland, Rickey, Rasmussen, Troutman, Koller and Barrington being present. A quorum was present. Notice of the agenda were delivered and timely received. Staff present was Sec./ Treasurer, Sue Hofer with Supt. Of Public Works, Chad Gardner being absent. Christmas ad for the Advertiser Paper: Linda Fairfield approached the board about paying for the Christmas ad in the Advertiser newspaper at a cost of $384.00 Motion by Koller second by Sutherland to pay ½ the cost of the Advertiser ad for a cost of $192. Roll call vote Sutherland, Rickey, Rasmussen, Troutman, Koller and Barrington voting aye. No nays. Motion passed. Downtown Appearance: Bill German, as an interested business person, asked what the business’s and the board could do to improve the appearance of the downtown business district. Mr. German offered encouragement for the board and the village legal department to implement an ordinance to prevent bad appearance and marketing of properties. There doesn’t seem to be any pride in the idle and empty fenced areas, is a big concern. The village has a couple of volunteers willing to paint some buildings for improvement. The Village President is to talk to the village attorney to see if something can be done. Mr German is concerned about the Hazardous view on the North East and South West corners of the intersection of Main Street and Walnut Avenue with vehicles parking so close to the corners. Signs are to be erected on these two corners for “Compact Car Only” parking. Tree Removal: Steve Petit stated that he had requested the dead branches in the tree in front of the home he lives in be removed several months ago. Nothing was done until the tree was cut down while he was at work in the last week or two. Steve wanted to know why. The tree in question was on village property, between the sidewalk and curb, and decidedly was a hazard to destroying the walk and or curbing; with numerous utilities going thru this area. Steve was told that a permit was needed to plant or cut trees on village right of ways. Road Closure: The streets around the Stevens Square Park, 100 & 200 East Tremont and Main Streets, 300 East Main Street and 100 South, 100 & 200 North Walnut Avenue would be closed on Sunday December 3 rd, 2005 for the Holiday Homecoming celebration from 3PM until 9PM. Motion by Troutman second by Rickey for the street closing. Roll call vote. Sutherland, Rickey, Troutman, Koller and Barrington voting aye. No nays. Rasmussen abstaining. Motion passed. Holiday Homecoming Donation to PCA. Motion by Koller second by Sutherland to give the PCA a working donation of $500.00. Roll call vote. Sutherland, Rickey, Troutman, Koller and Barrington voting aye. No nays. Rasmussen abstaining. Motion passed. Truth in Taxation 2005-2006 Levy Ordinance: Motion by Sutherland second by Barrington to adopt a Truth in Taxation 2005-2006, not to exceed 104.5%. Roll call vote. Sutherland, Rickey, Rasmussen, Troutman, Koller and Barrington voting aye. No nays. Motion passed. Committee Reports: Property Committee, Rasmussen reported that Wm. Shaw refused to pick up a registered letter from the village, and asked that Deputy Breitbarth hand deliver the letter to him. Two other residents will receive their information packets promptly. The dead tree issue at 219 So. Walnut Ave. will be handled by the Village President. The water treatment fence bids will be held at the next board meeting. The car/vehicle ordinance is being looked at by Lynn Perkins, Attorney, for prosecution of the violations. Police Report: Deputy Breitbarth reportedly has done a couple Knock and Talk visits, one resulting in a drug related arrest. Building Permits: Motion to approve building permits by Barrington second by Troutman. Roll call vote. Sutherland, Rickey, Rasmussen, Troutman, Koller and Barrington voting aye. No nays, Motion passed. Santa Fe Ave Marve Cramer Porch Extension New Building Permit Procedure: It has been approved by the village board, that to enable builders in a timely manner, that the Village President, Supt. Of Public Works and the Building Inspector will review the permit applications and discuss the permit, then issue the said permit with the final o k being given by the village board at the next meeting. Motion by Sutherland second by Troutman. Voice vote. All ayes. No nays. Motion passed. Supt. Of Public Works report: A sewer manhole which had deteriorated over time had to be replaced at the corner of Walnut Ave and South Street. A water main broke during the same time the sewer was being repaired, in the 100 block of W. High St. and also required repair. Other Business: The fire department is requesting that the fire hydrants be mowed around in Brockway subdivision, to enable the fire department in spotting them in case of a fire. Dorothy Kappas has requested several times that the pavement next to the new curb and sidewalk on St. Mary’s St. next to the Catholic church be filled in so people won’t trip or twist an ankle. The fire hydrant at Evans and Stanton will NOT operate and needs to be repaired very soon. Matt Hawkins, who lives east of Don Sloan on east Rt 91 wants to know if he can have village water to his home. The private water line now goes to the old Tavern in front of his property.
