Minutes of the Regular Meeting

Monday, December 3, 2007      7:30 PM           Princeville Village Hall

The Village Board met at the above time and place.
The meeting was called to order by President Stahl at 7:30 PM with the following members answering roll call; Sutherland, Rasmussen, Troutman, Koller, Barrington and Knapp being present. A quorum was present for the meeting. Notice of the meeting and the agenda were sent and received in a timely manner. Other staff present was Village Clerk Rasmussen, Supt. of Public Works Gardner, Sec. /Treas. Hofer and Deputy Breitbarth.

Police report: The theft of a blue globe was reported; a subject was removed from a ball game for being disorderly.

Minutes as published: Motion by Barrington and a second by Knapp to approve the minutes as published for the November meetings. Voice vote. All ayes. No nays. Motion passed.

Treasurer’s report: Motion by Sutherland and a second by Troutman to accept the treasurer’s report and place on file. Voice vote. All ayes. No nays. Motion passed.

Paying of the bills: Motion by Rasmussen and a second by Koller to pay the bills as presented and place on file. Roll call vote. Sutherland, Rasmussen, Troutman, Koller, Barrington and Knapp all voting aye. No nays. Motion passed.

Media-Com representative addresses the franchise fee issue: Lee Ann from the Quad Cities office addressed the board with the current set fees and a contract issue, which expired June 1st. 2007 and is a 10-year contract, which will expire in June 2017. No action was taken.

Community basketball program: Eric Lane explained where the program was at this time, and asked for the village support. Motion by Koller and a second by Rasmussen to donate $250.00 to the program. Roll call vote; Sutherland, Rasmussen, Troutman, Koller, Barrington and Knapp all voting aye. No nays. Motion passed.

Andrew Black, Princeville State Bank: At the request of the board, Mr. Black explained that the monies the Village was using were very stable and in a sound market. Thank You Andrew.

CCOP:  Same questions with the same answers as in previous months.

2007-2008 Tax Levy Ordinances: Ordinance # 07-12-10 for fiscal year May 1, 2007 and ending April 30, 2008. Motion to approve the Tax Levy Ordinance # 07-12-10  by Koller and a second by Troutman; Roll call vote. Sutherland, Rasmussen, Troutman, Koller, Barrington and Knapp all voting aye. No nays. Motion passed.

Committee reports: Pool committee has appointed two citizens to the pool committee, there duties to be forth coming.   Property committee - Lopez Construction submitted an estimate for the ramp and rail in the Community Room of $3,500.00; $1200.00 for the ramp and $2300.00 for the rail. Placed on hold for more information on the project.

Building permits: None

2008 Capitol projects: Need engineering estimates for street projects.  New Pick-up Truck Tabled until later.

Supt. of Pub. Works: Covered under Capitol Projects section.

Executive session: Motion by Rasmussen and a second by Troutman to go into executive session. Roll call vote. Sutherland, Rasmussen, Troutman, Koller, Barrington, and Knapp all voting aye. No nays. Motion passed, at 9:55 PM.

Return from executive session: Motion by Koller and a second by Barrington to return from executive session to the Regular Board meeting, at 10:10 PM

Motion resulting from the executive session: Motion by Koller and second by Knapp to Reduce the Village Employee workforce by one (1) the number of personal, from five to four. This is to be done by December 7. 2007 in a temporary status and the employee named John Tanny will be laid off. Roll call vote. Sutherland, Rasmussen, Troutman, Koller, Barrington and Knapp all voting aye. No nays. Motion passed.

Adjournment: Motion by Koller and a second by Knapp to adjourn.
President Stahl adjourned the meeting at 10:18
