Minutes of the Regular Meeting

Monday December 4, 2006             7:30 PM                Princeville Village Hall

The Village Board met at the above time and place.
The meeting was called to order by President Stahl at 7:30 PM with the following members answering roll call; Sutherland, Troutman, Koller, Barrington and Knapp being present. Trustee Rasmussen was absent. A quorum was present for the meeting. Notice of the meeting and the agenda were sent and Not received in a timely manner. Staff present was Village Clerk Rasmussen, Supt. of Public Works Gardner, Sec./Treas. Hofer and Deputy Breitbarth.

Agenda acceptance: Motion by Barrington to accept the agenda as printed, second by Koller. Voices vote all ayes. No nays Motion passed.  Necessary due to no mail delivery because of snow storm.

Police report: There were two (2) motor vehicle accidents reported; a Hit and Run accident resulting in a vehicle being towed from the scene; a person is wanted as the results of the windows being broken out of a home and later bodily attack by the same person; and an ambulance call, not related to the previous report.

Warning about vehicles parked on the streets after 2 or more inches of snow will be towed as per the village ordinance.

Approve minutes as published; Motion by Koller and second by Sutherland to approve the minutes of the previous months meetings. Voice vote. All ayes. No nays. Motion passed.

Approve Treasurers report as published: Motion by Sutherland and second by Troutman to approve the treasurer’s report as published. Voice vote. All ayes. No nays. Motion passed.

Paying of bills: Motion by Barrington and a second by Knapp to pay the bills as presented. Roll call vote. Sutherland, Troutman, Koller, Barrington and Knapp all voting aye. No nays. Motion passed. Rasmussen absent from the meeting.

2006-2007 Tax Levy ordinance - #06-12-11.
Due to the snow storm and lack of mail delivery, the discussion and a village board vote was tabled until a Special Board Meeting at 7:30 PM on Tuesday, December 12, 2006. Notice of the special meeting was published and notices posted.

TIF I second half payment to Unit School District 326: Motion by Sutherland with a second by Barrington to pay the second payment to the school district in the amount of $58, 110.50 to be used for Life Safety uses in the district. (This brings to a total $116,221.00 paid to the school district for year 2006-2007 from the TIF I funds.) Roll call vote. Sutherland, Koller, Barrington, Knapp and President Stahl all voting aye. No nays. Motion Passed.  Trustee Rasmussen was absent for the vote. Trustee Troutman abstained.

Downtown Revitalization Project: Motion by Koller with a second by Knapp to provide the TIF I Grant money to Doug Sutherland (Just for You Jewelry) for his building front refacing project. Roll call vote. Koller, Barrington  Knapp and President Stahl all voting aye. No nays. Motion passed. Trustee Rasmussen absent for the vote. Trustee’s Sutherland and Troutman abstaining from the vote.

Committee reports: Motion by Troutman with a second by Koller for a Resolution to close the State Route 91 Highway, Main St 200 East to 600 West, Evans 100 East and 100 West, Walnut, Santa Fe, Tremont 100 North for Holiday Homecoming 0n December 10,2006. Roll call vote. Sutherland, Troutman, Koller, Barrington and Knapp all voting aye. No nays. Motion passed. Trustee Rasmussen was absent for the vote.

Building permit:
Larry Simpson (Princeville Automotive) 100 N. Town Ave, Alteration of OH doors.

Supt. of Public Works: Blacktop patching is complete. Need a spare pump for the R.O. system  Snow plowing can’t be accomplished by the current mid sized equipment, they can’t push large quantities of snow we had recently. We need to pay contractors for their assistance.

Adjournment: Motion by Knapp with a second by Koller to adjourn the meeting.
President Stahl adjourned the meeting at 8:55 PM.
