Minutes of the Regular Meeting

The Princeville Village Board met at the above date and place.

The meeting was called to order by President Stahl at 7:30 PM with the following members answering roll call; Sutherland, Rickey, Rasmussen, Troutman, Koller and Barrington being present. A quorum was present. Notice of the meeting and the agenda was sent and received in a timely manner. Staff present was Sec./Treasurer, Sue Hofer, with Supt. Of Public Works, Chad Gardner being absent. Deputy Breitbarth was present.

Police Report:

Deputy Breitbarth reported that a motor vehicle accident had occurred in the village.

Minutes as Published:

Motion by Rasmussen second by Troutman to approve the minutes on the November’s meetings as published. Voice vote. All ayes. No nays. Motion passed.

Treasurers Report:

Motion by Sutherland second by Troutman to approve the treasurers report. Voice vote. All ayes. No nays. Motion passed.

Paying Bills:

Motion by Rasmussen second by Barrington to pay the bills presented. Roll call vote. Sutherland, Rickey, Rasmussen, Troutman, Koller and Barrington voting aye. No nays. Motion passed.

Ordinance; Concerning enforcement of ordinances, as a amendment to the Princeville Municipal Code:

Ordinance # 05-14 Enforcement of Ordinances. Motion by Barrington second by Troutman. Roll call vote. Sutherland, Rickey, Rasmussen, Troutman, Koller and Barrington voting aye. No nays. Motion passed.

Ordinance: Concerning enforcement of certain inoperable vehicles to be a nuisance, authorizing penalties, failure to dispose of, as amended to the Princeville Municipal Code:

Ordinance # 05-15 Vehicles a nuisance, penalties, failure to dispose of, as amended. Motion by Troutman second by Sutherland. Roll call vote. Sutherland, Rickey, Rasmussen, Troutman, Koller and Barrington voting aye. No nays. Motion passed.

Ordinance; Tax levy for 2005 - 2006 years.

Ordinance # 05-12 Motion by Sutherland second by Rasmussen. Roll call vote. Sutherland, Rickey, Rasmussen, Troutman, Koller and Barrington voting aye. No nays. Motion passed.

Supplemental appropriation Ordinance; Sewer replacement and Blacktop driveway at the sewer plant:

Ordinance # 05-16. Motion by Barrington and second by Troutman to approve. Roll call vote. Sutherland, Rickey, Rasmussen, Troutman, Koller and Barrington voting aye. No nays. Motion passed.

Inter-governmental agreement; Village and School district; Ref. TIF I:

Placed on hold, necessary documents not in hand.

Building permit:

Motion to approve building permits by Troutman and second by Koller. Roll call vote. Sutherland, Rickey, Rasmussen, Troutman, Koller and Barrington voting aye. No nays. Motion passed.

Bid opening, Water treatment plant fence:

Property chairman Rasmussen had bids in hand, after a board discussion, a decision was made to re-bid the area to be enclosed. No further action was taken. The fence companies will be contacted for more information.

Committee reports:

Pool committee reports that no incidents have occurred. President Stahl suggested trying applying patching tar covered by a layer of sand to correct the slipping edge on the pool steps next year.

Personnel committee has reviewed the employee insurance. There was an 11% increase in the premium cost. Motion by Koller, second by Rasmussen, to extend employee insurance on a month by month basis while looking at additional companies and policies. Roll call vote. Sutherland, Rickey, Rasmussen, Troutman, Koller and Barrington voting aye. No nays. Motion passed.

Citizen complaint that the light under the overhang at the water distribution outlet is not turned on, and there needs to be more light in the area at night. President Stahl will have the light checked.

Other business:

Status on the culvert for Helen Oertley’s driveway, culvert ordered.

Willie Baughman asked about burning in the village and restricted hours if possible.

Trustee Rasmussen asked that the village purchase new snow flake Christmas fixtures

Before next year, at an approximate cost of $200.00 to $235.00 each. Janet to look into the needs.

Street signs for Brockway addition are in; some sign post have been installed.

The fire hydrant at the corner of W. Evans and N. Stanton Ave. is broken and can not be used. This unit needs to be replaced and a shut off valve installed.

A contractor could not get the TV camera thru the sewer line East of Walnut Ave on South St., about 300 feet of pipe needs to be replaced in this area.

Loan closing on the German Bliss CDAP loan was scheduled for Wednesday December 7, 2005.
