Village Board Meeting Minutes
February 17, 2004
7:30PM

The Princeville Village Board met on the above date in the Village Hall. President Stahl called the meeting to order; the following members answered roll call, President Stahl, trustees, Sutherland, Rickey, Rasmussen, Knapp, Troutman, and Koller.

Motion by Troutman, second by Rickey, to go into Executive session at 7:01pm , for the purpose of updating the Board on the litigation between the Village Board and Daily and Associates. Roll call, 6 ayes, motion carried.

Regular session 7:41pm .

Peoria County Sheriff's Dept. Deputy Mark Confort :

Two runaway girls, back home now. Burglary of several cars in north end of town. No suspects. Auto accident, 5 persons injured. One DUI arrest. Will continue after school hour's patrol around the schools.

Medicom cable rep not present again.

Tom Hintz, new superintendent of Jubilee College State Park . Introduced himself and spoke about some of his short and long term goals for the Park.

BCZ Engineering, Inc .

Steve Blust introduced Steve Bruner, one of the owners of BCZ, Inc engineering firm. Mr. Bruner outlined the capabilities of the firm, what areas they specialize in and some of the municipalities they currently work with. A profile of the company was handed out.

Midwest Truckers Association

Discussion on the cost of joining based on the power units we operate, 6 units. It would cost $783 to join the first year, then $200 per year after that. They will be responsible for random drug testing of the employees operating any of the power units. Motion by Sutherland, second by Koller, to join the Midwest Truckers Association at a cost of $783 for the first year and $200 per year after. Roll call, 6 ayes, motion carried.

IL Rural Affairs Conference

Motion by Rasmussen, second by Troutman, to sponsor Finch Stowell at a cost of $125 to attend the Conference, to be held March 10 & 11, at the Holiday Inn City Centre, Peoria, IL. Roll call, 6 ayes, motion carried.

IMRF Early Retirement

Motion by Troutman, second by Knapp, to make a resolution to create an ordinance maximizing the amount of sick days to 221 for the purpose of early retirement only.

Motion by Rasmussen, second by Koller, to make a resolution to create an ordinance to extend working hours from 600 to 1000 per year for providing full time status and benefits. Roll call, 6 ayes, motion carried.

Community Planning Committee

Appointed Trustees Rich Knapp and Jeff Troutman to attend the April 6, 2004 Community Planning Committee meeting.

Building Permit

Don Wilson 221 Ellen St. construct single family dwelling, Rick Bauman, contractor, Contempri Homes. Motion by Rickey, second by Troutman to approve the permit for Don Wilson. Roll call, 6 ayes, motion carried.

Superintendent of Public Works: Chad Gardner

*Water leak at viaduct for the line that is owned by the homeowners just south of the viaduct on Jubilee Rd. Not the Village responsibility, should be split with the 9 property owners involved. Discussion on ownership when the line was installed. Motion by Rasmussen, second by Knapp, to send a letter, via certified mail, to the homeowners involved, stating the date and cost of repair, and that the Village will repair this time but any future repairs will be at their expense. *Install water lines to John Bliss' new home on W. Main St. *Lights have been repaired and replaced in the Village Hall office area, the work was done by Priority Plumbing Plus, Inc. *Bridge inspection done, some repair needed, clean up being done around area. *Reported we can go back 3 years on the sales tax refund on fuel bought for Village vehicles. * Maintenance needed on the Village Hall. * Storm field tile needs replaced on Wes Sloan's property.

General:

Trustee Knapp reported the pool has been inspected and repairs noted. Johnson Contractors were contacted. New filters and sand installed. Pool floor needs repainted. Light will be replaced. Filter repaired for baby pool.

Property committee:

No progress on the Schupp building, purchased by Huff Enterprises.

North Central Council of Government, regional grant, for an upgrade to lighting and landscaping in municipal business areas. Need a plan to submit, what area does the Board want to see upgraded? Next meeting 5:00 pm , March 1, 2004 .

Motion by Rickey, second by Knapp to continue membership, in IL Municipal League Risk Management Association. (No fee to belong.) Voice vote, 6 ayes, motion carried.

Village disaster plan needs updating; Trustee Troutman will contact Rollin Arnett to help with the updating.

Trustees Rasmussen and Troutman met with Village employee, John Tanney on 2/9/04 . He was given the IMRF early retirement booklet and asked to make an appointment with Cindy Lampkin, IMRF representative.

Motion by Rickey, second by Troutman, to adjourn.
