Village Board Meeting Minutes
February 2, 2004
7:30PM

The Princeville Village Board met on the above date at the Village Hall. President Stahl called the meeting to order, the following members answered roll call: President Stahl, trustee, Sutherland, Rickey, Rasmussen, Knapp and Troutman. Koller will be late.

Peoria County Sheriff's Report: Deputy Mark Confort

Domestic call and accident at N.Town and Evans St . City property damaged, need to send police report and itemized list to driver's insurance company. Problem of several cars parked at duplex in Ostrom Meadows. Request to patrol school areas at dismissal time to prevent speeding and reckless driving.

Minutes :

Motion by Rasmussen, second by Troutman, to approve the January minutes, with correction of name spelling in January 20 minutes. Voice vote, 5 ayes, 1 absent, motion carried.

Treasurer's Report: Sue Hofer

Sue explained some of the larger expenses that were paid out; the municipal codebook update, TIF I payment to school district, street sweeper loan. (trustee, Koller in at 7:50pm ) Motion by Sutherland, second by Rickey, to approve the treasurer's report as presented. Voice vote, 6 ayes, motion carried.

January bills and additional bills

Motion by Rasmussen, second by Knapp, to approve the January bills and additional bills. Roll call, 6 ayes, motion carried.

Mediacom representative was not present.

Townhouse School Land Lease :

President Stahl spoke with village attorneys about the best lease for the village land the townhouse school committee is leasing at the Heritage Museum site. A 99-year lease needs a 15-day notice prior to adopting an ordinance allowing the lease. Motion by Rasmussen, second by Sutherland, to adopt public notice of intent to adopt ordinance authorizing 99-year lease of real estate. Roll call, 6 ayes, motion carried.

Personnel Committee: Janet Rasmussen

Report on the January 28, 2004 meeting. John Tanney is the only employee eligible for early retirement. IMRF representative Cindy Lampkin, outlined the procedure of this option. John will be given a member benefit book first, it is then his responsibility to contact Cindy about his specific figures. It was strongly suggested that contacting her, by the end of the month, was to his benefit. Clark Oltman, Partners Insurance, was contacted to give the committee figures on continuing health plan coverage. At the February 17 meeting the Board will be asked to make a resolution ordinance maxing out sick days at 221. Also a resolution to increase from 600 to 1000 hours for full time benefits. Employee evaluations are next.

Midwest Truckers Association :

Janet asked the Board to read the handouts on joining the Midwest Truckers Association. Motion by Rickey, second by Troutman, to table the above until the next meeting. Voice vote, 6 ayes, motion carried.

Village Engineering Company :

Steve Blust has left McClure Engineering and joined Bruner, Cooper & Zuck Engineering, of Galesburg , IL . Discussion on Steve's knowledge of the Villages' current lawsuit against Daily and Associates. Chad also met with Alfred Benesch Company about representing the Village for engineering work. No decision, would like to meet with both companies at their earliest convenience.

(President Stahl mentioned he had spoken with our attorney, Laurie Judd, about the lawsuit with Daily. There was to be a hearing today, but he had not heard back from her prior to the meeting.) Motion by Koller, second by Rickey, to retain Steve Blust as an interim engineer for the Village, until a new firm is chosen. Roll call, 6 ayes, motion carried. Chad will contact BCZ and Benesch to set up meeting times.

Superintendent of Public Works: Chad Gardner

*Water leak behind car wash, repair was their responsibility.* Notified by Village insurance carrier that the awning claim on Midwest Ingredients building will be covered 100%. * Motor fuel tax funds will reimburse general fund for the street sweeper payment after the 2003-04 audit. * Heater in pump house repaired. * Chad will check into submitting the paperwork to have the sales tax portion of the motor fuel tax on fuel for the Village vehicles reimbursed. *Trustee Rasmussen inquired about the picnic table count (12) and about using the insurance settlement money from the July storm damage to upgrade the shelter at Cutter's Grove Park .

General:

Lexus Nexus is sending a CD of the codebook to Laurie Judd, Village attorney.

Need list of junk and abandoned vehicles in the village. In addition, the Board was reminded to keep thinking of capital improvements for the TIF I area.

President Stahl has spoken to TIF attorney, Tom Jacobs about using the TIF I money to attract or help maintain current business. Question about helping the persons wanting to build a Dollar General Store/Subway Sandwich shop.

IL Rural Affairs Conference will be held March 9 & 10, at the Holiday City Centre, Peoria , IL . President Stahl asked that at least two people from the Board or Village attend. The fee is $125. This will be discussed and decided at the next meeting.

Motion by Rasmussen, second by Koller to adjourn. Voice vote, 6 ayes, motion carried.
