Village Board Meeting Minutes
February 22 , 2005
7:30PM

The Princeville Village Board met on the above date at the Village Hall. President Stahl called the meeting to order, the following members answered roll call: President Stahl, trustees, Sutherland, Rickey, Rasmussen, Knapp, Troutman, and Koller.

Peoria County Sheriff's Patrol Report:

Deputy Kevin Bretbarth reported the following incidences; storage shed at the cemetery was again broken into, lawnmowers and related equipment was taken, various business were checked on tobacco sales to minors, none violated the law, DUI issued, a domestic dispute call. Deputy Bretbarth reported he has given several warnings and some tickets. The tire-slashing incident remains open, with no arrests, should a reward be offered for information. He again encouraged the Board to examine its curfew.

Jubilee Road Tunnel Replacement :

Cindy Loos, Hansen Engineering and Amy Benecke-McLaren, Peoria County Highway Dept. were present. They announced Jubilee/Cottage Grove Rd would be closed February 28, 2005 for the installation of the Railroad Bridge and new two-lane road going under it. August 15, 2005 has been set for completion, with the railroad starting first, beginning with supporting the existing tunnel and then construction of the bridge, within 2 to 3 months the road would be started. This is a completion date contract; the cost is $3.5 million with the expense being shared by the ICC, County Highway and Federal Highway Depts.

Seneca Foods Building Permit :

The manager of the canning company was present to explain the building permits submitted for approval tonight. The company wants to demolish 50 of the small huts in the migrant camp along Cottage Grove Rd. and erect 3-1,094 sq ft pre-fab living units for single persons coming to the factory to work each season. The structures remaining will be a bath/shower house, laundry building, the two pavilions and the 2-crew leader houses. They are following Public Health Codes for migrant housing. The other shower house will be remodeled into a cafeteria for the workers. Motion by Koller, second by Troutman, to approve the demolition of the 50 units, with only one $15 fee assessed as one application and one address. Roll call, 6 ayes, motion carried. Motion by Koller, second by Troutman, to approve the permit as presented, allowing the placement of the three housing units. Roll call, 6 ayes, motion carried.

Committee Reports :

Finance : Presented the incentive package they complied for any future acquisition of the Alcoa property. (Property is being auctioned March 2, 2005 )

•  CDAP Loan @ 3% for a period of 5 years $140,000

•  TIF I (amended private projects section) $50,000

•  Tax abatement (current $.35 per $1000) ?

•  Break on water bill fees (based on usage) ?

Other possibilities:

Available grants from state or federal government.

Apply directly to state for CDAP Loan.

Discussion followed, Dru Black, Princeville State Bank will assist as administrator for this incentive package if needed. TIF attorney, Tom Jacob, will help with the TIF portion. Motion by Sutherland, second by Knapp, to establish the incentive package as presented by the finance committee to offer to any purchaser of the Alcoa property if needed. Roll call, 6 ayes, motion carried.

Building Permit Letter:

The letter to be attached to a building permit will read as follows:

  • If you are applying for a building permit for a new residential house, addition, or an accessory structure, the following are required before a permit can be issued.
  • Proof of liability insurance
  • A complete application must be received no later than 48 hours of a workweek prior to a regularly scheduled Village board meeting.
  • Lot corners and line should be located if possible.
  • Septic permit from Peoria County Health Dept. if no sewer is available to the lot.
  • New homes are required to turn in a set of plans with the application.
  • Tax or parcel ID number for the property.
  • Proposed structure should be staked out on property.
    1. All permits approved at the Village's regular scheduled meetings. (list attached)
    2. All water and sewer lines must be inspected by the Superintendent of Public Works.
    3. If culvert is needed for approach to property, sizing is determined by Superintendent of Public Works.
    4. Any changes to application after permit is issued must go through a new application process.

Actual application will have no roofer's permit needed, and erosion control plan is needed, time line for demolition will be determined with each approved permit.

Personnel Committee will start meeting with employees for annual review beginning March 1, 2005 at 7:00pm .

Dept of Public Works: Chad Gardner :

  • Working on MFT projects for this year, not as much seal coating with the new street patch machine the Village purchased last fall. Steve Blust of BCZ Engineering will do cost estimate for milling and repaving E Main St, from east edge of town up to stop sign at Town Ave intersection. He will also look into the best way to resolve the drainage problem at the intersection of Craig St and Princeville Ave.
  • Village insurance has settled with Larry Simmons on the trees that died on his property. It was chemical damage from a dry granular weed control placed by the Village on the fence line along his property line.
  • Checking for Dennis Stoecker, Harms Fabrication, for the new paint system they have installed in regard to regulations for dumping waste water in the public sewer.
  • Brockway Hills Subdivision is being entered into the 911 emergency system, house numbers are assigned. The Village still needs to officially accept the streets that are within the subdivision.
  • Light behind the bank is still going off and on.
  • Street signs will be ordered.

General:

Trustee Jeff Troutman reported APFD will receive its new water tanker truck, Wednesday, March 2, 2005 , anyone interested in seeing it is welcome.

Need resolution to place stop signs on Mendel Rd and Town Ave , after BHS streets are dedicated.

Canning Company plans more production this year.

Discussion on the earlier curfew.

Motion by Rasmussen, second by Troutman to adjourn at 9:26pm . Voice vote, all ayes, motion carried.
