Village Board Meeting Minutes
The Princeville Village Board met on the above date at the Village Hall. President Stahl called the meeting to order, the following members answered roll call, President Stahl, trustees; Sutherland, Rickey, Rasmussen, Knapp, Troutman, and Koller. The Executive Session was tabled for tonight; no report from attorneys was available. Peoria County Sheriff Patrol Report : Deputy Kevin Bretbarth reported the following incidents: Burglary at the Princeville Cemetary storage shed. Approx 47 reports of tire slashing, the Downtown '66 station doors were forced open again. Discussion about curfew and the need for signs for the large trucks that come into town going to FCA on S. Walnut St . Minutes: January meetings Motion by Troutman, second by Rasmussen to approve the minutes as presented for the January 3 and 18 meetings. Voice vote, all ayes, motion carried. Treasurer's Report: Sue Hofer Motion by Sutherland, second by Knapp to accept the December treasurer's report. Voice vote, all ayes, motion carried. Sue has new program installed and will have the January report at the next meeting . Motion by Rasmussen, second by Sutherland to approve payment of the January bills and additional bills. Roll call, 6 ayes, motion carried. Committee Reports : License: Jeff Troutman has counted all gaming devices in the Village available to the public. A reminder letter should be sent to John Doering, Dunlap , IL about renewing the radio license. Property : Link Huber has cleaned up his residence. Schupp Bldg. clean up is being attempted, shed is gone, front window replaced. Personnel meetings will start shortly. High Usage Residential Water Bill: Joe and Lynn Harwood were present to complain about a water bill for 35,000 gallons in one month. Their average use is less than 5,000 gallons. Chad stated the residence has a new meter and is scanned not read. Discussion followed. Motion by Rasmussen, second by Sutherland to use an average of the gallons from the month before and the month after the current bill and forgive the remaining gallons. This will be a one time only credit. Roll call, 6 ayes, motion carried. Building Permits: none. Discussion on building permit application letter. Chad gave handout to be reviewed by next meeting, outlining: proof of insurance from applicant, time line for demolition, some type of erosion control plan should be in place, and roofing permits for any commercial roofer. Alcoa Building is being auctioned March 2, 2005 . Opening bid at $500,000. Discussion on possible sale and use of building. Need Village to be ready to offer an incentive package to any potential owner. Finance committee will meet February 9, 2005 @ 7:00pm and will report at the February 22, 2005 meeting. Capital Projects List: 2005-2006
Discussion on priorities. Dept. of Public Works: Chad Gardner Viaduct project, Cutter's Grove Rd/Jubilee Rd start next month. Meeting with railroad and Peoria County first. Zylene was reported in the # 3 well by the IEPA (this is a by-product of fuel and/or fertilizer) It was reported below the maximum allowed and the RO process removes it. It will be noted in the Village's report. Start patching streets as soon as weather allows. General: FEMA/Dept Natural Resources meeting to discuss flood plain planning Past due water bills, list given to Board. Partners of Illinois Conference, March 9 & 10 in Peoria . Motion by Koller, second by Sutherland to approve trustee Janet Rasmussen attending and pay the $25 fee. Voice vote, all ayes, motion carried. Business After Hours, February 24, 2005 at the Library.
