Village Board Meeting Minutes
March 16, 2004
7:30PM

The Princeville Village Board met on the above date at the Village Hall. President Stahl called the meeting to order, the following members answered roll call: President Stahl, trustees, Sutherland, Rasmussen, Knapp, Troutman, and Koller. Trustee Rickey is absent.

Peoria County Sheriff's Dept .

No report tonight, Deputy Mark Confort was not present.

CBAI Foundation for Community Banking Scholarship: Garrett Long Garrett read his essay, "Riding the Merry-Go-Round", supporting local banking and businesses. He is a finalist and this reading is a requirement. The Board congratulated him on a fine article and wished him continued success.

Letter Regarding Junk or Abandoned Vehicles .

Mario Galindo was not present, but had relayed that he would clear out the vehicles on his property when the migrant workers arrived later this spring.

Gary Chrisitians was present and asked for an extra 30 days to complete his clean up, the Board allowed extension until May 15, 2004 .

Five other names were removed from the list, as arrangements had been made to comply with the code.

Liquor License Application: Tim and Wendy Begner

Application for license received from Tim and Wendy to operate the Princeville

Tap and Grill, Inc., at 121 N. Walnut St. (the old American Legion building).

The Board questioned the fact that the Begner's had been approved for a license in January to operate Frank's Tap on Main St. , but had relinquished it. Tim explained an agreement could not be reached with the building's owner, Gary Maness.

Liquor License Application: Maness and Son, LTD , to reopen Frank's Tap at 129 E. Main St . As there is only one class A license currently available, President Stahl, as liquor commissioner, requested the Board review both applications and make a decision at the next meeting, April 5, 2004 . Discussion followed. Motion by Koller, second by Sutherland, to table any decision on either liquor application until the next meeting, April 6, 2004 . Roll call, 5ayes, Rickey absent, motion carried.

Walk/Run Event: April 3, 2004

A benefit walk/run will be held for the Townhouse School restoration project, from 8:00am to 12:00pm . It will take place along Rt. 90-91, from Rice Rd. to the Princeville Heritage Museum on Ostrom Ave. Motion by Rasmussen, second by Koller, to create a resolution to allow a walk/run event, Sat. April 3, 2004 from 8:00am to 12:00 noon , to come within the village limits to the Heritage Museum on Ostrom Ave. Roll call, 5 ayes, Rickey absent, motion carried.

Townhouse School Ordinance and Lease Agreement :

Motion by Koller, second by Troutman, to pass the ordinance authorizing the lease of municipally owned real estate. Roll call, 3 ayes, Sutherland and Rasmussen abstain, Rickey absent. President Stahl votes aye. Motion carried . Motion by Koller, second by Troutman, to accept the following changes that were discussed within the real estate portion of the lease agreement: a) the word substantially is added to "complete substantially the renovation of the exterior of the building by 9-1-04 ." b) change the days of default to 30 days.

Discussion followed. Roll call, 3 ayes, Sutherland, abstain, Rasmussen, abstain, Rickey absent, President Stahl votes aye. Motion carried.

John Matts, Employee Benefits and Insurance Specialists, Inc.

Mr. Matts introduced himself as a new business locating on Main St. within the next month. The Board welcomed him to the community and wished him success in his venture.

Wallace Engineering Payment :

Motion by Knapp, second by Koller to approve the payment of $330 to Wallace Engineering for the survey work done at the Townhouse School plot at the Museum.

Roll call, 5 ayes, Rickey absent, motion carried.

4H Extension Foundation

Motion by Knapp, second by Troutman, to donate $250 to the 4H Extension Foundation.

Roll call, 5 ayes, Rickey absent, motion carried.

Community Planning Meeting, April 6, 2004

The Committee sent a questionnaire concerning the Board's view on their responsibility on various projects, the consensus of the Board is as follows:

1. Physical Environment/infrastructure: primary concern

2 Economic/business environment: support

3 Education support

4 Recreation: support

5 People primary/support

6 Community support

Sanitary Sewer Rate Increase :

Discussion, no increase since 1976, any increase should be incremented yearly. Motion by Rasmussen, second by Knapp, to create an ordinance increasing the sanitary sewer rate from $1.30 to $1.50 per thousand gallons, to be reviewed in one year. Roll call, 5 ayes, Rickey absent, motion carried.

Pool Committee :

Trustee Knapp presented figures to have the pools sandblasted or pressure washed to prepare them for painting. After discussion, it was decided to let the Village employee's pressure wash , scrape, and paint them, instead of hiring a professional.

Motion by Sutherland, second by Troutman, to accept the 2004 pool prices and salaries as presented. Roll call, 5ayes, Rickey absent, motion carried.

Property Committee

Working on Streetscape, the ornamental lighting project for Downtown area.

Building Permits :

Earl and Charlotte Hawkins , 306 S Wheatley 10 ft x 12 ft storage shed

TownHouse School Restoration of schoolhouse at the Heritage Museum . Ostrom Ave.

Motion by Rasmussen, second by Sutherland, to accept Hawkins permit. Roll call, 5 ayes, Rickey absent, motion carried.

Motion by Troutman, second by Koller, to accept the permit for the TownHouse School restoration. Roll call, 3 ayes, Sutherland and Rasmussen abstain, Rickey absent, President Stahl votes aye. Motion carried.

Municipal Code: Attorney, Laurie Judd still reading revisions, table until next meeting.

Dept. of Public Works: Chad Gardner

Brockway Hills Subdivision: still waiting on Ameren-Cilco to install electric. Grading work underway. *Purchased used 11ft snowplow, for $1200 at German-Bliss auction. * Steve Blust will be coming this week to assess MFT street repairs for this year.

*Canning Factory is set to start pumpkin pack, July 1, 2004 , they will be shipping them from Arkansas . *Contacted Matt Thompson about digging the storm sewer tile from Ostrom's to Don Sloan's property. *Working on replacing signage around the Village.

* Would like a meeting with Property Committee about planned repairs to pavilion at Cutter's Grove Park . Set for March 30 th @ 7:00pm . * Chad requested a meeting with the Personnel Committee, set for March 23 rd @ 7:00pm .

General:

•  Finch Stowell passed out a report on the IL Rural Affairs conference he attended, March 10 th and 11 th . The Board thanked him for attending.

•  No progress from Tom Jacobs and the TIF I amendments.

•  Dollar General/Subway still waiting to locate here.

•  Trustee Knapp mentioned painting murals on the side of Jeff O'Kane's building at Main St and Rt 91, and on the side of Tom Kelly's insurance building. Possibility of having the high school art students do it. This would be in conjunction with the Streetscape improvements and our access to the Rock Island Trail.

•  Discussion on the remaining lots in Ostrom Meadows Subdivision that have had down payments made on them but no construction in several years. Kerry Cordis was asked to send letters addressing this with the persons involved.

•  Disaster plan has been submitted to Vickie Turner, revisions will be done after ESDA reviews it.

Motion by Troutman, second by Knapp, to adjourn. Voice vote, all ayes, motion carried.
