Minutes of the Regular Board Meeting

Tuesday March 18, 2008            7:30 PM           Princeville Village Hall

The Village Board met at the above time and place
The meeting was called to order by President Stahl at 7:30 PM with the following members answering roll call. Trustees Sutherland, Rasmussen, Koller, Barrington and Knapp being present. Trustee Troutman was absent. A Quorum was present for the meeting. Notice of the meeting and the agenda was sent and received in a timely manner. Other staff present was Village Clerk Rasmussen, Supt. of Public Works Gardner, Sec. /Treas. Hofer and Officer Fritz.

Police report: A medical call reported; A Domestic dispute with an arrest occurred; A Motor vehicle Accident occurred; and A Lock out was resolved.

Student requested assistance: Jessica Loos asked for village help so she could participate in youth friendship games in Holland this summer; Motion by Barrington with a second by Rasmussen to give Ms. Loos $120.00
Assistance. Roll call vote. Sutherland, Rasmussen, Koller, Barrington and Knapp all voting aye. No nays. Motion passed. Troutman was absent.

Trustee Troutman arrived at the meeting at 7:48 PM.


Seneca Foods:
Wally, plant manager wants the village to give the canning plant about 60’ wide strip of ground from Walnut Ave to the factory property, to permit semi trucks to enter, turn around and exit the plants yet to be built warehouse. Motion by Koller with a second by Knapp to survey the possibility of Seneca Foods taking over the south end of Cutters Grove Park. Roll call vote. Sutherland, Rasmussen, Troutman, Koller, Barrington and Knapp all voting aye. No nays. Motion passed.

Surface Water Problem:
Art Frisby has water running over the road since the sidewalk was installed last year, and the ditches were eliminated on the West side of the road. The Township road commissioner will recut the ditches to run the water away from the corner of Town Ave. and Woertz Rd. to correct this problem.

CCOP’S: no report.


Truck parking ordinance: continued.


Beer Tent Ordinance:
using village property for Heritage Days (by the VFW). Motion by Troutman and a second by Koller to approve the ordinance as written. Roll call vote. Sutherland, Rasmussen, Troutman, Koller, Barrington, Knapp. In addition, President Stahl all voting aye. No nays. Motion passed.

Committee reports:
Property committee; Cutters Grove Park shelter, Motion by Barrington and a second by Knapp to draw up building specs and advertise for bids. Roll call vote. Sutherland, Rasmussen, Troutman, Koller, Barrington and Knapp all voting aye. No nays. Motion passed. Motion by Rasmussen with a second by Knapp to draw up specs for concrete floor and advertise for bids. Roll call vote. Sutherland, Rasmussen, Troutman, Koller, Barrington and Knapp all voting aye. No nays. Motion passed. Bids will be opened at the April 22, 2008 meeting.
Pool committee; Pool meeting at 6:30 PM on April 22, 2008.

Building permits:

IDOT Enrichment Grants:
Village not participating at this time.

Asbestos Inspection:
216 W Spring St properties. Motion by Barrington and a second by Rasmussen to award to
Williams Specialty Services LLC, a contract for asbestos inspection and removal @ $1740.00. Roll call vote. Sutherland, Rasmussen, Koller, Barrington and Knapp all voting aye. No nays. Motion passed. Troutman abstained.

Supt. of Pub. Wks.: A security fence around the North water tower is not necessary.
State bid prices on a replacement ½-Ton pick up truck, which was damaged in a fire, is as follows:
 Curry Motors             $13,140.00
 Wyoming Motors      $13,005.00
 White Chevy              $17,795.00
Motion by Koller with a second by Knapp to purchase from Wyoming Motors a ½-Ton pick-up truck
For $13,005.00 Roll call vote. Sutherland, Rasmussen, Koller, Barrington and Knapp all voting aye. No nays. Motion passed. Troutman abstained.
Steve Jansen has offered to the village Tree’s with 4” trunk and 20’high at a cost of $130.00. Property/Park committee will be looking to see what they can use.

Other business:
Village Clerk Rasmussen would like to attend a Clerks Seminar at Galesburg IL. On April 11, 2008. At a cost of $45.00. Motion by Knapp and a second by Barrington to send the clerk to the seminar. Roll call vote. Sutherland, Rasmussen, Troutman, Koller, Barrington and Knapp all voting aye, No nays. Motion passed.

Adjournment:
Motion by Troutman and a second by Koller to adjourn the meeting.
President Stahl adjourned the meeting at 9:25 PM.
