Minutes of the Regular Meeting

Tuesday, March 21, 2006                          7:30PM                   
Princeville Village Hall

The Princeville Village Board met at the above date and place.
The meeting was called to order by President Stahl at 7:30 PM with the following members answering roll call; Sutherland, Troutman and Barrington being present. Trustee Rasmussen arrived from election duties at 7:37 PM. Trustees Rickey and Koller were absent. A quorum was present. Notice of the meeting and the agenda was sent and received in a timely manner. Staff present Sec./Treasurer, Hofer, Supt. Of Public Works, Gardner and Village Clerk Rasmussen. Deputy Breitbarth arrived at 8:50 PM.

After Prom Committee:
A communications from the After Prom Committee was received. After checking on past years responses, a Motion by Sutherland and second by Rasmussen to give the After Prom Committee a donation in the amount of $200.00 was made. Roll call vote. Sutherland, Rasmussen, Troutman and Barrington voted Aye. No nays. Motion passed. Rickey and Koller were absent.

Building Permit Resolution:
Motion by Barrington, second by Troutman to have the Village Clerk provide a Resolution for a Quick Permit, i.e., approved by the Village President, Supt. Of Public Works and the Zoning Officer for approval times in between board meetings and prevent construction hold ups. Voice vote. All ays. No nays. Motion passed. Note; this was done on a motion previously and needed a resolution to cover the regulations.

Nuisance and Dangerous Buildings:
The property at 111 E Main St has been declared as a “Dangerous Property” and the Village board directed the Supt. Of Public Works and the Zoning Officer to inspect the premises. A written report was filed with the Village Clerk and a copy of the Ordinance, a copy of the inspection report was sent by Certified-Return receipt mail to the owner of record; to remedy the condition or demolish the building at once, or the village will do so.
Motion by Rasmussen and second by Troutman  to pursue this issue. Roll call vote. Sutherland, Rasmussen, Troutman and Barrington all voting aye. No nays. Motion passed. Rickey and Koller were absent. President Stahl will refer this to the village attorney.

Building permits:
It has been brought to the attention of the board that an addition has been added to the garage at 517 So. Santa Fe and no permit has been requested or issued. The zoning officer needs to look into this.

Committee reports:
Property- the one extension on abandon/junk vehicles will expire on March 22, 2006, at which time violation information will be forwarded to the attorney for prosecution.  A new list of vehicles has 3 on it at this time.
Pool- meeting at 7 PM March 28th, 2006, at which time painting decisions will be made, a list of this years lifeguards will be formed and the rest room cleaning procedure will be completed.
TIF projects- will meet at the village hall on Wednesday March 29th, 2006 at 7:00 PM
Working on pre-application form and language, Approval of design spec’s, Contractor listing and bids, Facial or Roof  renovation grant amounts and frontage / side along with height definitions are being considered. (2nd & 3rd floor area)

Note; Janet has friend looking to relocate to a smaller home, possible in Princeville. Barb Perry works in the Economic Development Area on a free lance status.

Supt. Of Public Works report:
There was a 2 inch line at the south water tower that was leaking and is now repaired.
Economy Builders replaced a sewer line with a street cut on Craig St.
Steve Blust was back and working on the altitude valve that still isn’t functioning properly.
The Canning company is looking at starting up production around Aug. 12th,
Engineers are working on the E. Evans St sidewalk, storm sewer and curb/gutter project.

Chad was asked to please patch the Walnut alley as soon as possible.
Please get the boat parked in the alley at Cutters Grove ball diamond moved before ball season starts.

Bills from Tom Jacobs - TIF 1:
Motion by Troutman and second by Barrington to pay the second half of 2005 billing for TIF 1, in the amount of $6201.51. Roll call vote. Sutherland, Rasmussen, Troutman, Barrington and President Stahl all voting aye. No nays. Motion passed Rickey and Koller were absent.
Motion by Troutman with a second by Rasmussen to pay for the amendment to TIF 1, in the amount of $668.30. Roll call vote. Sutherland, Rasmussen, Troutman, Barrington and President Stahl all voting aye. No nays. Motion passed. Rickey and Koller were absent.

Police report:
Deputy Breitbarth reported that the former Schupp’s building had the back door open and someone had been inside. There were three ambulance calls, An arrest for drugs thrown from a car going thru town, Arrest for a lack of registration as a sexual offender, A case of harassing phone calls and Two Fire alarm calls.

Other business:
The Town House School will have their walk/run in town this year, in view of the bike accident east of town recently. This will be on Saturday April 1st. 2006 starting at the school West to Town Ave. and North to the Catholic cemetery and back South on Town Ave thru the Grade school back the walk trail to the Town House School, a 3 mile run.

Adjournment:
Motion by Troutman with a second by Sutherland to adjourn the meeting. Voice vote. All ays. No nays. Motion passed. The meeting was adjourned by President Stahl at 9:08 PM.
