Village Board Meeting Minutes
March 22 , 2005
7:30PM

The Princeville Village Board met on the above date in the Village Hall. President Stahl called the meeting to order. The following members answered roll call; President Stahl, trustees, Sutherland, Rasmussen, Knapp, Troutman, and Koller. Trustee Rickey is absent.

Peoria County Sheriff's Patrol Report:

Deputy Kevin Breitbarth reported several incidences since the last meeting. Drug theft, private residence. Linc Huber, arrested by CAC detective, jailed and bonded out. Order of protection violation, Derrick Swiggart, 4 different arrests, he will begin a jail sentence next month. Monica Phan reported harassing phone calls. Chad Musselman involved with a glass-breaking scuffle, no arrest. Motor vehicle accident at Cottage Grove and Douglas Sts. Discussion on several juveniles riding bicycles in a dangerous manner.

Annexation /Larry Martin Property :

Motion by Rasmussen, second by Koller, to accept the petition from Larry Martin allowing the annexation of his property at 21150 N Town Ave into the Village of Princeville . The legal description is as follows:

All that part of Lots 16 and 17, lying East of the C.R.I. & P. right-of-way, and the

South 132 feet of Lot 15, all in Gifford's Subdivision, EXCEPT the land of the Peoria and Rock Island RR; and including the rights-of-way of Mendell Road and Town Avenue contiguous to the above- described tract (said rights-of-way being under the jurisdiction of the Village of Princeville); situated in the County of Peoria and State of Illinois.

Roll call, 5 ayes, Rickey absent, motion carried.

TIF I District Drafts:

Economic development and grant application copies handed out to Board members. Steve Klein be asked to attend a finance committee meeting to go over these.

Committee Reports:

Pool Committee : Opening day tentative for May 28, 2005 . Heather Robinson has agreed to return as manager for the 2005 season. Guard position applications will be advertised in the next few weeks. There are several general maintenance projects that need to be completed before opening day.

License : Radio license still not received.

Building Permits:

  1. Chad McGinn 9741 E Woertz Rd . Construct a 14 x 22 ft wooden storage shed on skids.
  2. Seneca Foods, 606 S Tremo nt. Construct steel lean-to structure between two existing buildings. All set back regulations are met.
  3. Larry Martin, 21150 N Town Ave . Construct 2597 sq ft single- family dwelling.

Discussion on Larry Martin hooking up to city water, property will have septic tank. The water main at his location has not yet been dedicated to the Village by the developers of Brockway Hills Subdivision, who installed and paid for the line. This needs to be done first, President Stahl has talked with Kerry Cordis, developer.

Motion by Knapp, second by Troutman, to approve the permits as presented. Roll call, 5 ayes, Rickey absent, motion carried.

Chad is at conference, no Public Works report.

(south well, pulling pump and replacing it with the one rebuilt being done this week)

Treasurer's Report: Sue Hofer

January's treasurer report was presented; Sue will have February and March done by March 31 and meeting with Tom Peffer, for annual budget meeting. Finance committee will meet March 31, 2005 @ 7:00pm to discuss 2005-06 budget and projects previously discussed. Motion by Troutman, second by Koller to approve the Treasurer's report for January 2005. Voice vote, all ayes, 1 absent, motion carried.

General:

  • Cheri Cooper met with President Stahl and agreed to, and signed the payment plan presented by Village attorney, Laurie Judd. Payment will be due April 10, 2005 , with the balloon payment due August 2007.
  • Trustee Koller requested itemized phone bills.
  • Discussion about dogs and cats running loose, suggested we contact PAWS to see what contract would cost. Sue will handle this.

Motion by Rasmussen, second by Koller to adjourn at 9:11pm . Voice vote, all ayes, 1 absent, motion carried.
