Minutes of the Regular Board Meeting
Monday, March 3, 2008 7:30 PM Princeville Village Hall
The Village Board met at the above time and place.
The meeting was called to order by President Stahl at 7:30 PM with the following members answering roll call; Trustees Sutherland, Rasmussen, Troutman, Koller, Barrington and Knapp being present. A quorum was present for the meeting. Notice of the meeting and the agenda was sent and received in a timely manner. Other staff present was Village Clerk Rasmussen, Supt. of Public Works Gardner, Sec. /Treas. Hofer and Officers Breitbarth and Fritz.
Agenda Amended Property Committee (Proposed Swing Replacement).
Police report: A domestic call was handled; Business had a bad check; Casey’s had a Drive off; Phil’s sold tobacco to a minor; a Motor vehicle accident at Sumner and North St.; a domestic battery to a minor child was reported.
Approval of minutes: Motion by Barrington and a second by Koller to approve the minutes as published. Voice vote. All ayes. No nays. Motion passed.
Treasurer’s report: Motion by Sutherland and a second by Rasmussen to approve the treasurer’s report and place on file. Voice vote. All ayes. No nays. Motion passed.
Paying of the bills: Motion by Troutman and a second by Knapp to pay the bills as presented. Roll call vote; Sutherland, Rasmussen, Troutman, Koller, Barrington and Knapp all voting aye. No nays. Motion passed.
After prom committee request: committee representative Ms. Brackett gave an overview of the After Prom Party set for April 26th,2008 at thr school gymnasium from mid-nite to three AM. And asked the village to endorse the function. Motion by Koller and a second by Troutman to give a donation of $200.00 and four one time passes to the Swimming Pool. Roll call vote Sutherland, Rasmussen, Troutman, Koller, Barrington and Knapp all voting aye. No nays. Motion passed.
CCOP’S: No report.
Committee reports: Property committee; request purchase of two infant swings, four 8’ chain swings and four 10’ chain swings as replacements for existing swings that are 12 + years old with an average life of eight years; at a cost of $834.79. Motion by Barrington and a second by Knapp to purchase the swings requested at a price of $834.79. Roll call vote. Sutherland, Rasmussen, Troutman, Koller, Barrington and Knapp all voting aye. No nays. Motion passed.
Shelter at Cutters Grove: the park/property committee estimates the shelter can be replaced for approximately $ 25,000.00; the current shelter is in very bad condition and is rapidly becoming a safety hazard. Motion by Rasmussen and a second by Knapp to draw up specifications for bids to replace the shelter. Roll call vote. Sutherland, Rasmussen, Troutman, Barrington and Knapp all voting aye. Koller voting Nay. Motion passed. Note TIF I funds can be used in part payment.
Pool committee: The pool committee proposes that an AED (Defibrillator) be obtained to have at the swimming pool during operating times and would be at the village hall the rest of the year. AMT Ambulance Company will provide the village with an AED unit, and train all pool personal on the use of the AED unit as well as village personal, including CPR, for a cost of $100.00 to $150.00 each year.
License committee: proposed an increase in the dog (Cat) fee. Motion by Barrington and a second by Rasmussen to increase the Dog License from $1.00 to $2.00 per year and add Cats to the license requirements also. Voice vote. All ayes. No nays. Motion passed.
Peddling license; Increase to $5.00 per day per person, waving cost requirement to not for profit groups and all sales must keep away from events; ie. Softball games and the swimming pool etc.
Special break: Thanks to Deputy Breitbarth who is leaving Princeville as the Community Policing Officer. Deputy Steve Fritz has been assigned the duties as Princeville’s Community Policing Officer.
Meeting resumed: @ 9:10 PM.
Princeville Lion’s Club: Request underwriters donation for the annual Pancake Breakfast.
Motion by Sutherland and a second by Koller to donate $200.00 to the Princeville Lions Club for the Pancake Breakfast. Roll call vote. Sutherland, Rasmussen, Troutman, Koller, Barrington and Knapp all voting aye. No nays. Motion passed.
Amend parking ordinance # 10.08.60: Tabled.
Engineering services proposal: Capitol Improvements for North Town Avenue. Motion by Rasmussen with a second by Troutman for the Village Engineers (BDZ) to provide a cost and engineering service for the 100 block of North Town Ave, (in front of the Fire Department) at a cost of $13,000.00.
3 blocks of Town Ave. and 1 block of East High at a cost of $45,000.00.
The best option seems to be:
4 block design and block of the fire department at a cost of $27.000.00 Roll call vote. Sutherland, Rasmussen, Troutman, Koller, Barrington and Knapp all voting aye. No nays. Motion passed.
A new water well design cost $43.000.00 add on for the bid process. And an estimated project cost of $1,000,000.00 and financing will be required.
Building permits: none.
Zoning Board appointments: Motion by Barrington with a second by Troutman to extend the appointments of the current zoning board members. Voice vote. All ayes. No nays. Motion passed.
Supt. of Pub Wks: Working on developing a building permit spread sheet covering the building permit progress; There is a sink hole by the south end of the High School and another on Kennedy Ave that is being monitored. Asbestos testing prices for the property the village purchased on West Spring St are to be received on March 4th.. Illinois Rural Water Award was given to Princeville for the Water Plant Operation.
