Regular Board Meeting

Tuesday, April 17, 2007                   7:30 PM            Princeville Village Hall

The Village Board met at the above time and place.

The meeting was called to order by President Stahl at 7:30 PM with the following members answering roll call; Sutherland, Troutman, Koller, Barrington and Knapp. Trustee Rasmussen was absent. A quorum was present for the meeting. Others present were Village Clerk Rasmussen, Treasurer Hofer, and Supt. of Public Works Gardner. Police officer Breitbarth was absent.

Treasurers report for March: Motion by Sutherland with a second by Koller to accept the treasurer’s report and place on file. Voice vote, all ayes, no nays, Motion passed.

Vacating alley, between Seneca Foods and Cutters Grove for warehouse: Motion by Barrington with a second by Koller to retain the 14 foot alley between Seneca Foods and the Village property; Roll call vote, Sutherland, Troutman, Koller, Barrington, Knapp and President Stahl voting aye, no nays, Motion passed.

Motion by Koller with a second by Troutman that Seneca Foods may build to the village property line but not over that line. i.e., including vents, fans, gutters and overhangs may not be over village property lines.
Roll call vote; Sutherland, Troutman, Koller, Barrington, Knapp and President Stahl all voting aye, no nays, Motion passed.

2007-2008 MFT resolution (street maintenance & equipment rental): Motion by Sutherland with a second by Koller to approve a resolution for street maintenance, to include $30,000.00 for seal coating, $6,000.00 for a truck, Payment for the Chipper and rock and oil; Total of $65,000.00. Roll call vote; Sutherland, Troutman, Koller, Barrington and Knapp all voting aye, no nays, Motion passed.

Committee reports: License committee, need a count of the machine numbers in the businesses. Pool tables, Juke boxes, Game machines, etc.
TIF Business Revitalization Report was distributed to all board members, showing a total of $22,315.51 in Grant and Loan money which was distributed to 6 business’s in the village as of April 17, 2007.
A Law Suit involving the Village of Princeville and an accident at the swimming pool last summer was received and sent on to the Village’s Insurance Company and Law firm.

Adjustment of Water and Sewer rates: Motion by Koller with a second by Troutman to raise the water rates to $5.69 per 1000 gallons and $3.88 per 1000 gallons after usage of 250,000 gallons. Roll call vote; Sutherland, Troutman, Koller, Barrington and President Stahl voting aye,  Knapp voting nay, Motion passed.
Motion by Koller with a second by Troutman to adjust the sewer rates to $1.85 per 1000 gallons and add a user fee of $8.00 per month, starting with May 1, 2007 which is the bill dated June 1, 2007. Roll call vote.
Sutherland, Troutman, Koller, Barrington, Knapp and President Stahl voting aye. No nays Motion passed.

Setting of Code required permit fees: The village board went over a listing of code required permit fees and set the dollar and time periods.  The published list will be for the next meeting and will be posted at the Village Hall. A permit must be issued before an event and approved and signed by the Village President and Clerk.

Supt. of Public Works report: They will be pressure washing the swimming pool starting Wed. April 18th…
Advertised bids will be in the paper for opening on May 7th. At the board meeting for the maintenance shed extension. Pick up truck is in the budget for $20,000.00 or under. A Dump truck with snow plow, new or used is needed. Stan Hert will buy the old dump truck for $1.00. Motion by Koller with a second by Sutherland to sell the old International Dump truck to Stan Hert for $1.00. Roll call vote; Sutherland, Troutman, Koller, Barrington and Knapp all voted aye, no nays, Motion passed.

Other business: MICRO Bikers have 2 liquor licenses to approve. Heritage days June 21, 22, 23 as a VFW fund raiser and MDA event Aug 25. Motion by Troutman with a second by Sutherland to approve the special event license for MICRO for both events. Roll call vote; Sutherland, Troutman, Barrington and Knapp all voting aye, no nays, Koller abstained. Motion passed. Motion by Troutman with a second by Sutherland to wave the license fee to Micro for both events. Roll call vote; Sutherland, Troutman, Barrington and Knapp all voting aye, no nays, Koller abstained. Motion passed.
Akron-Princeville Fire Department request a street closing on Aug 24,25,26, 2007, in the 100 N Walnut Ave. Motion by Troutman with a second by Knapp for the 100 block of N. Walnut Ave to be closed for a MDA fund raising event.  Voice vote, all ayes, no nays, Motion passed.

Adjourn the meeting: Motion by Troutman with a second by Sutherland to adjourn the meeting. Voice vote, all ayes, no nays, Motion passed. The meeting was adjourned by President Stahl at 9:45 PM.
