Village Board Meeting Minutes
April 19 , 2005
7:30PM

The Princeville Village Board met on the above date at the Village hall. President Stahl called the meeting to order with the following members answering roll call, Sutherland, Rickey, Rasmussen, Knapp and Troutman. Trustee Koller is absent.

Peoria County Sheriff's Patrol Report :

Deputy Kevin Breitbarth reported on the program given to Princeville High students on driving and drinking, this was a combined effort between the school, Sheriff's department and the Akron-Princeville Fire Dept. Car damage report: John Walliker, DUI/accident, David Shepard, his passenger was also arrested, outstanding warrants. Downtown gas station door was tampered with, believe it could possibly be the company that owns the coffee machines, as the business is in receivership and they had been attempting to get the machines out. Robert Lemke, public indecency, he has since left the area.

Peoria County Sheriff Department Patrol Contract: 2005-06

Chief Deputy Joe Needham and Captain David Briggs attended to present and discuss the 2005-06 patrol contract. Current contract calls for 8 hours dedicated patrol and 2 hours random patrol. Costs are:

$96,858.36 yearly $101,692.34 yearly

$8,071.53 monthly $8474.36 monthly

This is a 5% increase. Discussion followed.

Motion by Troutman, second by Rasmussen to accept the Peoria County Sheriff's Dept Patrol Dept contract as presented for 2005-06 at $101,692.34. Roll call, 5 ayes, Koller absent, motion carried. The new contract will be sent.

New Resident complaint:

Mr. & Mrs. Dwayne Monical were present to discuss lack of snowplowing on N Walnut St and the condition of the access alley that runs between N Walnut St and Rt 91. Discussion, Chad Gardner stated he did not know why the plowing was not completed up to the end of N Walnut St. and that the alley would be looked into as weather allows.

Statement of Services, Thomas Jacobs and Associates :

Fees for the TIF I amendment work $3689.93 total due. Some confusion on the figures, Sue will check and bring it back to the Board. The fees covered the following work:

  • Dollar General
  • Joint Review Committee: Mailings and meeting
  • Intergovernmental agreement: School District # 326

Ordinance Approving & Authorizing a TIF I District Redevelopment Grant Program Motion by Rasmussen, second by Sutherland to approve and authorize a TIF District Redevelopment Program within the Village of Princeville Tax Increment Financing District 1. Discussion followed. Roll call, Sutherland, Rasmussen, Knapp yes, Troutman and Rickey, abstain, Koller absent. President Stahl votes yes. Motion carried.

Building Permits:

Howard and Charlotte Yates , 440 N. Walnut demolish two wooden storage bins, construct 2 storage sheds, 8ft x 10ft each.

Alfred Gardner , 317 N Sumner, construct a patio cover, 6ft x 16ft. Not connected to house or garage.

Motion by Rasmussen, second by Knapp to approve the permits as presented. Roll call, 5 ayes, Koller absent, motion carried.

Committee Reports:

None.

Superintendent of Public Works , Chad Gardner :

*Estimate from Rick Shupbach to replace furnace and AC in village hall. $4350.00. Will ask Tom Peffer to add $5,000 to 2005-06 budget. IEPA inspection, April 21, 2005 . * Steve Blust, BCZ Engineers, here to go over MFT street maintenance for this summer. Also, look at the intersection of Craig and Princeville Ave to see if drainage problem can be worked out. Is checking to see if repair can be part of MFT, also for Duropatcher and sweeper payments. * Discussion on tunnel/railroad construction

General:

PCA Stage trailer needs repairs prior to Heritage Days; it will be parked on the east side of the Square for approximately one week prior to the festival start.

Possibility of getting some concrete barriers for blocking the streets off during Heritage Days. President Stahl will check with R & K Grain Elevators, he believes they have some in storage.

No beer tent as of yet for Heritage Days, possible extra security for the taverns that night.

Motion by Troutman, second by Rickey to go into Executive Session at 9:16pm for the purpose of discussing a personnel matter. Roll call, 5 ayes, Koller absent. Motion carried.

Regular Session @ 9:55pm .

Motion by Sutherland, second by Rasmussen to accept personnel committee recommendations for employee wages for the 2005-06 fiscal year. Roll call, 5 ayes, Koller absent, motion carried

Motion by Rasmussen, second by Knapp to pay the total benefits for Village employees and families through December 31, 2005 . Roll call, 5 ayes, Koller absent, motion carried.

Motion by Rasmussen, second by Rickey, to pay the part-time secretarial position and office cleaning help, $9.50 per hour, with no benefits. Roll call, all ayes, Koller absent. Motion carried.

Motion by Rasmussen, second by Rickey to adjourn at 10:03pm . Voice vote, all ayes, Koller absent. Motion carried.
