Regular Board Meeting

Monday, April 2, 2007                     7:30 PM                 Princeville Village Hall

The Village Board met at the above time and place.

The meeting was called to order by President Stahl @ 7:30 PM with the following Trustees answering present; Sutherland, Rasmussen, Troutman, Koller, Barrington and Knapp. A quorum was present for the meeting. Others present were Village Clerk Rasmussen, and Supt of Pub Works Gardner.  Police officer Breitbarth and Treasurer Hofer was not present.

Approval of published minutes: Motion by Troutman with a second by Knapp to approve the minutes with necessary corrections and place on file. Voice vote. All ayes and No nays. Motion passed.

Treasurer’s report tabled report not ready at this time.

Paying of the bills: Motion by Knapp with a second by Rasmussen to pay the bills as presented. Roll call vote. Sutherland, Rasmussen, Troutman, Koller, Barrington and Knapp all voting aye, No nays. Motion passed.

Committee reports: Pool - is to be painted on the exterior, adding some color to dress it up. Adding a shade on the East end of the building is another consideration. The pools are to be pressure washed and painted as needed. The opening date is to be Saturday of Memorial Day weekend. A personal manual is being written as a guide for pool employees. Tim Noonan will be the pool manager again this year. The American Red Cross lifeguard water safety class is the only training approved by the Village of Princeville. The State of Illinois Health Department license is already in hand and the Peoria County Health Department license will be coming soon.
Streetscape - Sally Hanley form Economic Development for the Tri County is on vacation and will be visiting Princeville when she returns to assist in procuring money grant writings to help the village.

Swimming Pool Ordinance # 07-03-02 Final reading and passage: Motion by Barrington and a second by Troutman to pass the swimming pool, (with fencing) ordinance # 07-03-02. Roll call vote; Sutherland, Rasmussen, Troutman, Koller, Barrington, Knapp and President Stahl all voting aye. No nays, Motion passed. NOTE - After a great deal of discussion and research the board agrees that this is a necessary ordinance to protect the lives of residents and guest of its children, and adults alike.

Vacate the street of Santa Fe 600 blocks South: Motion by Koller with a second by Rasmussen to vacate the 600 South Santa Fe Ave., to the Railroad; to permit the canning company to build additional warehouse space. Voice vote, all ayes, No nays Motion passed.

Setting of permit fees: tabled to the next meeting

Supt. of Public Works report: The Duro- Patcher is being used and needs additional oil. Some of the Villages electric power was out last Saturday evening and the diesel electric sets started as needed to run the water and sewer plants. The fire hydrants that were being repaired are now fixed.

Other business: The Micro Bikers will be teaming up with the VFW for a VFW fund raiser during the Heritage Days June 21, 22, & 23.  MDA will be having a fund raiser August 25th…
Roger Larson from the U of I Home Extension office will be at the May 22nd. Meeting giving an overview of a Leadership Academy program he has available.
A discussion about the village water and sewer rates will take place at the next meeting, with a possible change in fees and rates.

Executive session: Motion by Troutman with a second by Barrington to go into executive session; Voice vote, All ayes, No nays, Motion passed.

Return from Executive session: Motion by Koller with a second by Knapp to return to the regular meeting; Voice vote, all ayes, No nays, Motion passed.

Motion results from the executive session: Motion by Sutherland with a second by Knapp to seal all the records and any results of the executive session concerning Daily & Associates vs. The Village of Princeville, including any and all agreements. Roll call vote; Sutherland, Rasmussen, Troutman, Koller, Barrington, Knapp and President Stahl all voting Aye. No nays, Motion passed.
Motion concerning the release of any minutes of executive session minutes October 2003 thru May 2006.
Motion by Rasmussen seconded by Knapp that this village board does not feel at the present time any minutes of executive sessions dated October 2003 thru May 2006 may be released to the public for viewing, reading or copying for any purpose. Roll call vote; Sutherland, Rasmussen, Troutman, Koller, Barrington, Knapp and President Stahl all voting Aye. No nays, Motion passed. The Village Clerk shall take all necessary precautions to follow these orders.

Adjourn the regular meeting: Motion by Koller with a second by Troutman to adjourn the meeting. Voice vote; All ayes, no nays meeting adjourned by President Stahl at 9:52 PM
