Minutes of the Regular Board Meeting
Tuesday, April 22, 2008 7:30 PM Princeville Village Hall
The meeting was held at the above time and place.
The meeting was called to order by President Stahl at 7:30 PM with the following members answering roll call; Sutherland, Rasmussen, Troutman, Koller, and Knapp being present. Trustee Barrington was absent. A quorum was present for the meeting. Notice of the agenda and the agenda was sent and received in a timely manner. Other staff present was Village Clerk Rasmussen, Supt. of Public Works Gardner, Sec. /treas. Hofer and Police officer Fritz.
Agenda amended: Committee report (POOL) purchase of AED defib. Unit and training. (PROPERTY) committee will open bids for the Cutter Grove Park shelter and may accept any or none of the bids.
Police report: A report of Criminal damage to property with a car window and body damage; Confirmed Smoking at a Restaurant/tap; Three Ambulance calls responded to; An attempted theft and criminal trespass to property; A Family dispute; A Hit and run accident; Vehicle vandalism; A Lost cell phone was found and returned to the owner and A Warrant arrest was executed.
CCOP’s report: Met with the U of I Extension Office about the probability of Leadership Academy being held in Princeville in the near future. This is a 12 hour class with 2 hours a week for six weeks.
Motor Fuel Tax resolution # R08-04-02: Maintenance of Streets and Highways $76,000.00 Motion by Sutherland and a second by Rasmussen to approve MFT Resolution R08-04-02. Roll call vote. Sutherland, Rasmussen, Troutman, Koller and Knapp all voting aye. No nays. Barrington absent. Motion passed.
R08-04-03 for Gravel, Asphalt, Sealcoat and Durapatch Machine: $68,700.00 . Motion by Sutherland with a second by Troutman for R08-04-03. Roll call vote. Sutherland, Rasmussen, Troutman, Koller and Knapp all voting aye. No nays Trustee Barrington was absent. Motion passed.
R08-04-04 for Maintenance Engineer Services agreement: $3317.08 and inspection of construction by engineer $1,886.12 and a total of $5203.20. Motion by Rasmussen and a second by Sutherland to approve R08-04-04 resolution. Sutherland, Rasmussen, Troutman, Koller and Knapp all voting aye. No nays. Barrington absent. Motion passed.
Committee reports: Pool committee suggests the purchase of an AED (defibrillator) for use at the swimming pool, and to be at the village hall during months when the pool is closed. The cost of the unit is $1500.00. Motion by Troutman and a second Rasmussen to purchase the AED unit from AMT Co. along with the necessary training of pool and village hall personal and CPR training of the lifeguards for a cost of $1500.00. Roll call vote. Sutherland, Rasmussen, Troutman, Koller and Knapp all voting aye. No nays. Barrington absent. Motion passed.
Downtown Redevelopment/Enhancement of Main St. thru IDOT Grants; it was found that the Village must own all the property up to the buildings to qualify for the grant. At present the Village only owns approximately 24 inches back of the curb and the businesses own the remainder of the sidewalk on the 100 block of East Main St.
Property committee opening of shelter bids; for the structure only one bid was received from E B Buildings.
For the building, 48’x26’x9’ $17,160.00; add metal ceiling $2,758.00; add for Perma-Columns $750.00; for a total of $20,668.00. Motion by Rasmussen and a second by Knapp to accept the bid from E B Buildings for a total cost of $20,668.00 for a shelter to be constructed. Roll call vote. Sutherland, Rasmussen, Knapp and President Stahl all voting aye. Koller voting Nay. Troutman abstaining and Barrington absent. Motion passed.
Concrete floor bids received from two contractors; C&D Construction of Wyoming Il. And Baer Construction.
C&D Construction bid for concrete work was not as per the spec’s given out and were disregarded.
Baer Construction bid for a 30’x 52’ concrete floor and ballards around the structure was $7,500.00.
Motion by Koller and a second by Rasmussen to accept the bid from Baer Construction for the concrete work according to spec’s given out for a cost of $7500.00. Roll call vote. Sutherland, Rasmussen, Koler, Knapp and President Stahl all voting aye. No nays. Troutman abstained, Barrington absent. Motion passed.

Annual review of fee’s: Resolution # R08-04-01: Of the twenty ordinances required fees the planting and removal of trees and bushes in the Public Way (sidewalk to curb) are NOT permitted and no fee is set. The Live Entertainment fee is set at $50.00 per year per business. The Amusement fee (games etc.) is set at $15.00 each game and a maximum of $100.00 per year per business. Garage sales is $1.00 per day with a maximum of 2 week ends per year 3days each and six days per year plus no fee for the village garage sale week end. The Peddlers / Itinerant Merchant fee is $5.00 per day and may not be at or near a sports event (ball fields) or the swimming pool. The Dog/Cat license remains $1.00 thru December 31st.2008, but on Jan. 1st 2009 becomes $2.00 per animal each and will be issued for the annual year. All other license fees will remain $1.00 each per year, Including Charitable Solicitations, Outdoor Advertiser permits. Permits are available at the Princeville Village Hall on Monday thru Friday 8AM to Noon and 1Pm till 5 PM and questions can be answered at the Village Hall by calling or visiting.
Supt of Public Works: Anew culvert was installed at the Day Care on north Town Ave. along with the ditch was recut on the West side of the road from Woertz Rd. to the day care. Ameron/Cilco hit a water service line which was repaired. The contractor opening a grave hit a water line and had to be repaired. The new swings are in and need to be installed at Cutters Grove Park. The play ground sand needs to be replenished and trees are ordered for the parks.
