Minutes of the Regular Meeting
Monday, April 3, 2006 7:30PM
Princeville Village Hall
The Princeville Village Board met at the above date and place.
The meeting was called to order by President Stahl at 7:30 PM with the following members answering roll call; Sutherland, Rickey, Rasmussen, Troutman, Koller and Barrington were present. A quorum was present. Notice of the meeting and the agenda were sent and received in a timely manner. Staff present; Sec./Treasurer, Hofer, Supt of Public Works, Gardner and Clerk Rasmussen. Deputy Breitbarth arrived at 9:20 PM.
Approval of Minutes as Published:
Motion by Koller to approve the minutes of the March meetings, second by Sutherland. Voice vote. All ayes. No nays. Motion passed.
Discussion: Trustee Troutman voted on a motion to pay the bill to Tom Jacobs for TIF 1 work, in error. Troutman resides in the TIF 1 district and should not vote.
Motion by Troutman to resend the vote on the March 21st.2006 TIF 1 paying of Tom Jacobs’s bill, second by Rasmussen. Voice vote. All ayes. No nays. Motion passed.
Motion by Barrington to correct a vote on the paying of the bill to Tom Jacobs as per the minutes of March 21st. 2006 and to approve the minutes as published of the month of March meetings, second by Rasmussen. Voice vote. All ayes. No nays. Motion passed.
Treasurers Report:
Motion by Rasmussen to approve the Treasurers report as published, second by Sutherland. Voice vote. All ayes. No nays. Motion passed.
Note, the Finance committee will be meeting with Tom Peffer on Thursday, April 6th. To discuss Budget Procedures.
Paying of March bills:
Motion by Rasmussen to pay the March bills as presented and place on file, second by Barrington. Roll call vote, Sutherland, Rickey, Rasmussen, Troutman, Koller and Barrington all voting aye. No nays. Motion passed.
Swimming pool fences:
Suzanne Gill addressed her concern about swimming pools not being fenced and gated within the village. The Property committee will address the swimming pool and fencing issue on Friday April 7th, At 4:00 PM, looking for common ground in the swimming pool ordinance and possible revisions.
Jamie Rickey, representing the M S Car show and Motorcycle parking, requested using the area in front of the Gas station at Main and Santa Fe Streets for motorcycle parking on Saturday April 22nd., and in front of the Tavern/ Bakery area on Main Street if necessary.
Motion by Sutherland and second by Troutman to permit the parking. Voice vote. All ayes. No nays. Motion passed.
Committee reports:
TIF Projects Committee will be meeting with Steve Kline April 13th at 2 PM at the Village Hall.
Pool Committee reports that Heather Robinson will manage the swimming pool from the opening until JULY 27TH, At which time Tim Noonan will take over the manager’s position for the remainder of the year.
The committee is looking for a refrigerator to keep candy in and make ice in the freezer portion, cutting down on ice purchasing.
Don Baer has been contacted to grind the concrete lips that trip persons and to seal the concrete as needed.
The opening date will be May 27th.
Property Committee, the 2 cars which were not removed as abandon/ non running vehicles, information was forwarded to the attorney for prosecution.

Motion by Rasmussen to grant building permits to the above requesters, second by Barrington. Roll call vote, Sutherland, Rickey, Rasmussen, Troutman, Koller and Barrington all voting aye. No nays. Motion passed.
Discussion of TIF 1 projects:
Funding amount; a grant and blended money is not to receive more than 25% of the annual participating money per project.
Supt. of public works report:
Street sweeping and patching is being done. The lights on the front of the water treatment building are to be worked on April 4th, as per Gardner.
One of the village vehicles was involved in an n accident in Cutters Grove Park. Damage was to vehicle only with no injuries.
Other business:
A dog is running lose in the 400 block of Walnut, challenging some persons.
A Yellow School Crossing Sign needs to be place on Town Ave and South of the grade school south crosswalk.
Police report:
Deputy Breitbarth reports that a Basic life support call was reported; two motor vehicle accidents occurred, Spring St at Cottage Grove Ave. and Woertz and Oertley Roads; and a report of a theft from an auction, where some equipment not paid for and has been taken.

Motion by Troutman and second by Rickey to adjourn the meeting. Voice vote. All aye. No nays. Motion passed.
