Village Board Meeting Minutes
April 5, 2004
7:30PM

The Princeville Village Board met on the above date at the Village Hall. President Stahl called the meeting to order, the following members answered roll call: President Stahl, trustees: Sutherland, Rickey, Rasmussen, Knapp, and Troutman. Koller is absent.

Peoria County Sheriff's Dept Report :

Deputy Mark Confort reported a drug related arrest at the high school, fire behind Tilson's apartments on W Spring St, Vandalism at Ault's property on the west edge of town, the school district is purchasing the property and had school buses parked there. Drug raid on house on S Santa Fe St. , by the multi-county drug enforcement squad, guns, drugs, and money confiscated.

Minutes:

Motion by Troutman, second by Rasmussen, to approve the minutes from the March meetings as presented with a date correction on the 16 th . Voice vote, 6 ayes, motion carried.

Treasurer's Report: Sue Hofer

Sales tax has increased, expenses were down for March. Motion by Sutherland, second by Koller to approve the March treasurer's report. Voice vote, 6 ayes, motion carried.

Motion by Knapp, second by Sutherland to pay the bills and additional bills for March, with the exception of the bill from Stotler Tire for $732.50. Roll call, 6 ayes, motion carried.

McGinn Property :

Desires to have village water run to the property on the east limits of the village on Woertz-Oertley Rd. The owner wants to develop 3 lots. Motion by Rasmussen, second by Rickey, to begin the engineering process to extend Village water lines to the McGinn property on Woertz-Oertley Rd in order to obtain a permit from the IEPA. No building permits are to be issued until this is complete and permit is approved. Roll call, 6 ayes, motion carried. Further discussion on the process of completing this project.

Begner Liquor License:

Due to change in original application (location and name), this item will be tabled until the next meeting to allow Board members to review.

IMLRM:

Motion by Sutherland, second by Knapp, to approve the ordinance for membership in the Illinois Municipal League Risk Management Association and authorize the execution of an intergovernmental cooperation contract. Roll call, 6 ayes, motion carried.

Sewer Rate Ordinance:

Motion by Rasmussen, second by Troutman, to approve the ordinance increasing sewer rate to $1.50 per 1,000 gallons water used. Roll call, 6 ayes, motion carried.

Peace Corp Fellow:

Motion by Sutherland, second by Rasmussen, to pursue obtaining another Peace Corp Fellow thru John Gruidi and Western IL University. Voice vote, 6 ayes, motion carried.

Finch Stowell will submit our request.

Building Permits :

Tonya Roberts 600 N. Town Ave . Extend deck, 5' x 10', and construct an l-shaped roof over deck and house.

Dan Heinz Builder, for Mark Heinz owner, 106 Ellen St . Construct a single-family dwelling. 2796 sq.ft.

Motion by Rasmussen, second by Koller to approve the permits as presented.

Dept of Public Works: Chad Gardner

Steve Blust here this week to go over streets for this year's MFT contract. * Flushing hydrants the week of the 19 th . * Street sweeping being done. *Water and sewer hook-ups on Douglas St (new home) completed. *Discussion on time required to complete the pool maintenance to get ready to paint. * Matt Thompson did not show up to dig the sewer tile up from Ostrom Meadows to Wes Sloan's property. Chad will check with him

General:

  • Sheriff's patrol contract increasing 5%.
  • Garbage increasing 3%
  • Village attorneys are contacting the Board members by mail to update them on the lawsuit with Daily and Associates. They will be at the April 20 th meeting.
  • Discussed the amended TIF I improvements.
  • Discussion on letters that were sent on junk and/or abandoned vehicles.
  • Decided a name and phone number for a contact person for each business was needed.

Motion by Rasmussen, second by Rickey that we go into Executive session at 9:10pm regarding personnel issues. Roll call, 6 ayes, motion carried.

Regular session @ 9:35pm .

Personnel committee will meet with each Village employee to discuss time cards, job descriptions, and community input, on April 15, @ 7:00pm . This will be done on an individual basis.

Motion by Rasmussen, second by Troutman to adjourn at 9:40pm . Voice vote, 6 ayes, motion carried.
