Minutes of the Regular Meeting

The Princeville Village Board met at the above date and place.
The meeting was called to order by President Stahl at 7:30 PM with the following members answering roll call; Sutherland, Rickey, Rasmussen, Troutman and Koller being present. A quorum was present. Trustee Barrington was absent. Notice of the meeting and the agenda was sent and received in a timely manner; Staff present was Supt. of Public Works Gardner, Sec. /Treas. Hofer, Deputy Breitbarth and Village Clerk Rasmussen.

Police report:
Deputy Breitbarth reported two Order of Protection’s had been served, a run away juvenile was reported, an arrest of a failure to register an address as a registered sex offender act (3rd.time), and an arrest for DUI and License Suspension was made.

Approve minutes:
Motion by Sutherland to approve the minutes as published and place on file, second by Koller. Voice vote. All ayes. No nays. Motion passed.

Treasurers report:
Treasurer Hofer reports that the report is not ready and will be presented at the next meeting.

Paying of the bills:
Motion by Rasmussen, second by Rickey to pay the bills as listed and place on file. Roll call vote. Sutherland, Rickey, Rasmussen, Troutman and Koller voting aye. Barrington was absent. No nays. Motion passed.

PCA reports:
No reports for this meeting.

Consider “deaf child at play” sign at 315 N. Sumner St.
Parents requested a “deaf child at play” sign in the 300 block of Sumner, the 300 block of W. North St. and the 400 block of W North St. Motion by Rasmussen, second by Troutman to place three signs as needed to protect a child. Voice vote. All ayes. No nays. Motion passed.

Approve cost of Village documents.
Motion by Koller, second by Sutherland to approve the cost of providing Village documents. Voice vote. All ayes. No nays. Motion passed.

Ordinance Authorization:
Ordinance # 06-05-03  an ordinance approving and authorizing the “Project Revitalization of the Business Program” within the village of Princeville, Tax Increment Finance District 1 (TIF-1). Motion by Sutherland, second by Koller to approve the ordinance. Roll call vote. Sutherland, Rasmussen, Koller and President Stahl all voting aye. No Nays. Motion passed. Rickey and Troutman abstaining their vote.
Ordinance # 06-05-04  an ordinance approving and authorizing a TIF district low interest revolving loan fund within the Village of Princeville, Tax Increment Financing District 1, (TIF-1).  Motion by Rasmussen, second by Sutherland to approve the ordinance. Roll call vote. Sutherland, Rasmussen, Koller and President Stahl all voting Aye. No nays. Motion passed. Rickey and Troutman abstaining their vote.
Note: these ordinances # 06-06-03 & 06-05-04 are posted at the village hall for reviewing by the public. Copies may be obtained from the Village Clerk.

Core sampling on East Main St.
Motion by Sutherland, second by Koller to approve “Core sampling to be done on Main St. between Town Ave and the East end on Main St., at an estimated engineers cost of $1280.00; it is estimated that 1-½ “ milling and overlay can be done as a TIF Eligible project.

Committee reports:
Pool; Village will buy 1 (one) swimsuit for this years lifeguards; there will be a training day for guards on a Saturday morning; Pool parties are set for Friday and Saturday evenings; Water aerobics on Tuesday and Thursday evenings; 6 more recliner chairs are needed; Lifeguard wages are from $6.00 to $7,50 for the head guard. Anew refrigerator was purchased to keep refreshments cool and will be a limited selection.
Property; will be talking to the Village Attorney about fencing ordinances and pool ordinances.

The above listed permits were O. K.ed by Z0NING OFFICER HYDE, SUPT OF PUBLIC WORKS GARDNER, and VILLAGE PRESIDENT STAHL.
The village board was made aware of the permits after the permits were issued.

Sewer rate adjustment:
Motion by Sutherland and second by Koller to adjust the sewer rate as needed for operation. Roll call vote. Sutherland, Rickey, Rasmussen, Troutman and Koller all voting aye. No nays. Motion passed. Barrington absent. The rate is currently $1.50 and will rise to $1.85 per 1000 gallon of water usage, effective July 1, 2006.

Supt. of Public Works:
A culvert liner will be inserted in the 400 block of W North St; Water leak in the 200 block of S Santa Fe was repaired; A sewer liner needs to be inserted East of Walnut St in the East South St system, a price will be obtained; The driveway culvert in Mrs Oertley’s driveway and the ditches were reshaped.

Other business to come before the board:
Motion by Sutherland and second by Rasmussen to approve a resolution to use the $43,000.00 MFT monies to maintain highways. Roll call vote. Sutherland, Rickey, Rasmussen, Troutman,  Koller and President Stahl all voting aye. No nays. Motion passed. Barrington absent.
Bid Documents were obtained at a cost of $20.00 for the Gas station at Main St and Santa Fe Ave. Bidding is to take place on May 26th. At the station.
A letter is to be sent to Steve Caldwell, owner of the house on S. Walnut next to the Casey’s Store, in which a dead tree is in the back yard. (of the home)
June 3rd. “MICRO” the local motorcycle club, will be holding a benefit for the Saal family, in Stevens Square Park, the family lost most of their home to a fire. Evans and Tremont Sts. Are to be blocked, and the porta pots will be provided by the village. Motion by Rasmussen and second by Troutman to provide the necessary services. Voice vote. All ayes. No nays Motion passed.
July 29th a benefit will be hosted by APFD and the Princeville Lions for a benefit for Bob Stewart to be held in Stevens Square Park. Evans and Tremont Sts. will be blocked off and porta pots provided by the village.  Motion by Rasmussen and second by Rickey to provide the necessary services.  Voice vote. All ayes. No nays. Motion passed.

Motion to go into executive session: Motion by Rasmussen and second by Troutman to go into executive session for the purpose of adjusting employee wages. Voice vote. All ayes. No  nays. Motion passed.

Motion to return from executive session to regular meeting: Motion by Troutman and second by Rasmussen to return to regular meeting. Voice vote. All ayes. No nays. Motion passed.

Employee wages:
Motion by Rasmussen and second by Koller to set the village employees wages as follows:

Chad Gardner - $40,059.22 plus $30.00 a board meeting attended, plus $2403.55

Sue Hofer - $33,000.00 plus $30.00 a board meeting attended, plus $1320.00

Russ Hyde - $32,907.04 plus $30.00 a board meeting attended, plus $1645.35

Dwayne Pridemore - $21,802.50 plus $1308.15

John Tanney - $26,080.08 plus $1043.20

All employees receive full employee benefits and vacation days due to them.

Roll call vote. Sutherland, Rickey, Rasmussen, Troutman, Koller and President Stahl all voting aye. No nays. Motion passed.
