Minutes of the Regular Board Meeting

Tuesday, June 19, 2007            7:30 PM              Princeville Village Hall

The Princeville Village Board met at the above time and place.
The meeting was called to order by President Stahl at 7:30 PM with the following trustees answering the roll call; Sutherland, Rasmussen, Troutman, Koller, Barrington and Knapp as being present. Notice of the meeting was sent and received in a timely manner. Staff present was Village Clerk Rasmussen, Supt.of Public Works Gardner and Sec./ Treas. Hofer.
   An Amendment to the Agenda was asked for by the Village Clerk, with no objections a letter of communications to the board will be read.

Citizens Group: The citizens group would like to make “Pro and Con” Picturesque Account of the Village of Princeville, showing the pluses and negative points of the village, as a way to direct everyone’s efforts in an attractive cleanup of the village.

APA report: Lewis Haney was making the village aware that APA is in need of additional personal to help operate the ambulance service. Please contact any member of APA if you can help.

High Water Bill: Chaela Statler of  South Tremont Avenue had an extremely high water bill and was asking the Village Board if anything could be done to reduce a one time “fluke” reading which was unexplainable by village water department personal. Motion by Koller with a second by Sutherland to adjust the bill to an average of the month prior and after. Roll call vote. Sutherland, Rasmussen, Troutman, Koller, Barrington and Knapp all voting aye. No nays. Motion passed.

Safe Route to School resolution: Motion to approve Resolution # R-07-06-03 in support of Princeville Dist. # 326 Safe Route to School Grant Proposal by Rasmussen, with a second by Barrington. Roll call vote. Sutherland, Rasmussen, Troutman, Koller, Barrington and Knapp all voting aye. No nays. Motion passed.

Letter of Communications to the Village Board: A letter from the property owners on East Lincoln Ave., asking the board to consider the fact that the Seneca Building to be built not be any closer than the Village code book sections 17.28.060 and 17.28.090 keeping the buffer zone next to residential property.  The owners have kept their property up and would like to retain the equity in their home and not be at a loss or less if they should sell this property.  Dave and Delores Shepard.
No Board Comment.

Committee reports: Property Committee - Review of unlicensed and inoperable vehicles is being sent to the Village Attorney for prosecution. The committee has had a call on trash on Kennedy Ave with rubbish in the back yard and will be sent to the Attorney also.
Health and Safety committee - looking into ways to get Brownfield Grants.
The Citizens Group is going to put the code book on computer disc and publish it on the web site.
Pool committee - the attendance has increased. A pump that went bad has been replaced. The “T” pool and Baby pool has been leaking water and will be investigated. The lifeguards attended the Fire departments water rescue class. Complaints have been received from citizens that lifeguards are “babysitting” younger children at the pool with no parent of guardian is at the pool site… This is a parent responsibility and not a lifeguard service. If the parents have a question about this situation, ask for the Pool manager or the head lifeguard to explain the rules governing the pool operation.

Prevailing Wages Ordinance: Motion by Rasmussen with a second by Koller to pass the prevailing wage ordinance (Peoria County) Ordinance # 07-06-05. Roll call vote. Sutherland, Rasmussen, Troutman, Koller, Barrington and Knapp all voting aye. No nays. Motion passed.

Supt. of Public Works: The recording meter used to record customers water usage was knocked off a table and broken and is now repaired. Some customers will get a 6 week bill and then next month a 2 week bill, then placed back on the normal monthly billing cycle.
Employees must now pay co-pay on their insurance when using it.

Other business: Trustee Knapp asked permission from the board to get 3 bids to repair the front entrance doorway of the Village hall and the windows in the pump house.
Illinois Tax Increment Assn. Dues need to be paid at this time. Motion by Rasmussen with a second by Knapp to pay the $375.00 dues to IL. Tax Increment Assn. Roll call vote. Sutherland, Rasmussen, Troutman, Koller, Barrington and Knapp all voting aye. No nays. Motion passed.
Motion by Troutman and a second by Koller to include the sale of wine coolers in the Class C liquor license for Heritage Days event. Roll call vote. Sutherland, Troutman, Koller, Barrington and Knapp all voting aye. Rasmussen voting nay. Motion passed.
Motion by Barrington with a second by Koller to make a donation to the Citizens Group to pay the cost of the tent for Heritage Days of $210.00. Roll call vote. Sutherland. Rasmussen, Troutman, Koller, Barrington and Knapp all voting aye. No nays. Motion passed.
Motion by Koller with a second by Barrington to give the Princeville Sports Boosters Club a Donation in the amount of $50.00. Roll call vote. Sutherland, Rasmussen, Troutman, Koller and Barrington all voting aye. Knapp voting nay. Motion passed.

Adjourn: Motion by Troutman with a second by Koller to adjourn the meeting.
President Stahl adjourned the meeting at 10.25 PM
