Minutes of the Regular Meeting

Tuesday, June 20, 2006.                           7:30PM  
Princeville Village Hall

The Princeville Village Board met at the above date and place.
The meeting was called to order by President Stahl at 7:30 PM with the following members answering roll call; Sutherland, Rasmussen, Troutman, Koller and Barrington being present. Trustee Rickey arrived at 7:48 PM. A quorum was present. Notice of the meeting and the agenda was sent and received in a timely manner; Staff present were Sec./Treas.,  Hofer and Village Clerk, Rasmussen. Supt. Of Public Works, Gardner arrived at 8:10 PM.

Treasurers report:
Motion by Rarrington with a second by Koller to accept the May Treasurers report and place on file. Voice vote. All ayes. No nays. Motion passed.

Princeville Little League:
Motion by Koller with a second by Sutherland to make a donation to Little League in the amount of $500.00 and the Porta-Pots. Roll call vote. Sutherland, Rasmussen, Troutman, Koller and Barrington voting aye. No nays. Motion passed. Rickey absent.

Edna Wernburg speaks to the board:
Ms. Wernburg told the Village Board that she was being harassed by board member Trustee Rasmussen, for parking her relative’s large trailer in front of her and neighbors homes overnight.

Adopt 2006-2007 appropriation ordinance and estimate of revenues:
Motion by Troutman and second by Koller to adopt the 2006-2007 appropriation ordinance #06-06-08 and estimate of revenues. Roll call vote. Sutherland, Rickey, Rasmussen, Troutman, Koller and Barrington all voting aye. No nays. Motion passed.

Peoria County Sheriff’s patrol contract for 5-1-06 to 4-30-07.
Motion by Koller with a second by Sutherland to approve the contract as presented. Roll call vote. Sutherland, Rickey, Rasmussen, Troutman, Koller and Barrington all voting aye. No nays. Motion passed.  The new contract is up 5% over last year to $106,786.44 for  8 dedicated hour day plus 2 random hours a day.

Committee reports:
Pool, the T pool thought to have a bad pump was found to have a broken chlorinator line above the ceiling and was repaired. The Pepsi machine is fixed.
TIF, an application has been sent to Steve Klein for his recommendation and approval for the downtown redevelopment project.
Pool Fences, the ordinance update has been sent to the Village Attorney.
Cats and Dogs, A notice of cats and dogs running loose is to be published in the paper.
Trustee Barrington has a concern about citizen badgering of board members He wanted to know if the board is listening to unfounded complaints and going to chastise the board member. Most of the board members doing their job will hear complaints and criticism, especially the unfounded ones. If this is the case why bring anything to the board or police officers on duty?

TIF 1 agreement with new owner of Phillips 66 station property:
New owner Tom and Cindy Lose ask for TIF assistance to help remove the underground fuel tanks from the property. $10,000.00 is being approved for the tank removal from TIF 1. The new owners are intending on placing a Laundromat in part of the premises.

Supt. Of Public Works report:
Walker excavating moved the fire hydrant near the school; The sewer on South St, East of Walnut has been cleaned and televised and determined to be reliable; The culvert on West North St has been completed.

Other business:
The Tornado siren at Santa Fe and W. Evans St is not operating properly and should not be relied upon for storm warnings until properly repaired.

Minors in taverns- Class A License- Minor is anyone under the age of 21 years old.
Motion by Koller and second by Rasmussen for a resolution to the liquor ordinance that:
A MINOR MAY BE IN A TAVERN (CLASS A LICENSE) WITH A PARENT OR LEGAL GUARDIAN UNTIL 10:00 PM.. AFTER 10:01 PM NO MINOR IS TO BE PERMITTED IN THE ESTABLISHMENT UNDER ANY CIRCUMSTANCES.
Roll call vote. Rickey, Rasmussen, Troutman, Koller and President Stahl all voting aye. No nays. Motion passed. Sutherland and Barrington were absent at the vote. Resolution # R06-06-08.

Adjournment:
Motion by Troutman and second by Rickey to adjourn the meeting. Voice vote. All ayes. No nays. Motion passed. Meeting adjourned at 9:15 PM by President Stahl.
