Village Board Meeting Minutes
The Princeville Village Board Met at the above date and place. The meeting was called to order by President Stahl at 7:30 PM with the following members answering roll call; Sutherland, Rickey, Rasmussen, Troutman, Koller and Barrington. A Quorum was present. Notice of the meeting and the agenda were delivered and timely received. Peoria County Police Report: Deputy Kevin Breitbarth reported that Casey’s reported a drive off in the amount of $28.45, believed to be in a red Chevrolet. A Notice to Appear was issued. Criminal Damage to park property in the Cutters Grove rest room was being investigated. A door at the High School had been found left unlocked. A Writ of Attachment from 2002 was found to be invalid and not served. Between 10 and 15 written warnings on parking illegal in the 200 Block of So. Walnut Ave. were issued. Vandilism occurring at the Whip around the 15 th. or 16 th. of June was being investigated. Ordinance to set new Speed Limit: Ordinance Number 05-07, reducing the speed limit on all Village streets to 25miles per hour was brought before the Village Board. A motion by Rasmussen and second by Sutherland to reduce the speed limit on all village streets, except the State Routes and County Roads within the Village of Princeville, to 25 miles per hour. Roll call vote, Sutherland, Rasmussen, Troutman and Barrington voting aye. Rickey and Koller voting nay. Motion passed. Ordinance to vacate the alley between the Medical Center and the Ambulance Building: Ordinance Number 05-06, to vacate the alley between the Methodist Center Medical Building and the Ambulance Building. A motion by Sutherland and second by Barrington to vacate the alley between the medical building and the ambulance building was placed before the board. Roll call vote, Sutherland, Rickey, Rasmussen, Troutman, Koller and Barrington voting aye. No nays. Motion passed. Ordinance to approve the Prevailing Wage: Ordinance Number 05-08. Motion by Rasmussen and second by Rickey to approve the prevailing wage ordinance for 2005-2006. Roll call vote, Sutherland, Rickey, Rasmussen, Troutman, Koller and Barrington voting aye. No nays. Motion passed. Attorney rates for service: As of August 1, 2005, the rates for attorney services will be, partner--$155.00 per hour, associate--$100.00 to $125.00 per hour and paralegal--$65.00 per hour. This is the first increase since 2002. Building permits Leonard & Mary Jane Tilson, 108 W. North St.--Demolition of shed. Leonard & Mary Jane Tilson-108 W. North St.--Construction of shed. Don Stroup, 210 E. Craig St.--Room addition. Erik Givens, 624 Aten Ave.--Construction of playhouse. Homer & Sandra Robbins, 343 S. Tremont Ave.--Construction of deck. William & Shirley Crotts, 116 W. Spring St.--Move mobile home to 217 N. Stanton. Motion by Rasmussen and second by Troutman to approve the building permits and also the trailer move. Roll call vote, Sutherland, Rickey, Rasmussen, Troutman, Barrington voting aye. Koller abstained. No nays. Motion passed. Committee reports: Pool-- Troutman reported that the two grates in the bottom of the kiddie pool need to be replaced, a child caught his/her toe in one of them. Community swim dates have been requested. The pool committee will set the time for these with the help of the pool manager. The health inspection will be done on June 23. The T-pool heater is not working. Still looking for non-skid strips for the steps on the T-pool. Property-- Rasmussen reported that the property committee is compiling a list of unlicensed/inoperatable vehicles within the Village. They are also working on a specification sheet for the work to be done on the Village Hall building. It will be presented at the next meeting. Sidewalk-- Rickey reported that they would be inspecting the sidewalks with a concern for a new sidewalk from Leaps & Bounds Daycare to connect to the sidewalk to the south on Town Ave.. Cheri Cooper addressed the board with a concern about the “No Parking” on the west side of the 200 block of S. Walnut Ave.. Superintendent of Public Works Report: Public Works Supt. Gardner reports that 2 (two) aeoration pumps broke down and are being repaired. The cost for the repairs to the water wells was done at a cost of $30,530. The temporary water line south of the Santa Fe railroad was broken again this morning and repaired at 6:00 AM. The sewer lift pump was repaired on June 21, 2005, behind the day care on North Town Ave. The motor fuel tax bid opening will be at 10:00 AM on June 26, 2005, for the repair work of the intersection of Craig and Princeville Ave. Schubpbach Heating and Cooling will be replacing the furnace and air conditioner in the village hall on June 22, 2005. The village is waiting on the IEPA permits to install the altitude valve on the south water tower. Water mamagement is needed at the Lillie Evans Library, since the sprinkling system is running all night. Memorial Gift: Motion by Rasmussen and Second by Sutherland to send a memorial in the name of former Mayor Alvin Burns, to Akron Princeville Ambulance. Voice vote, all ayes, no nays Motion passed. Village Board Meeting Adjournment: Motion by Koller and second by Troutman to adjourn the meeting. Voice vote, All ayes, no nays Motion passed. No further business to come before the board the meeting was adjourned by President Stahl at 9:27 PM.
