Regular Board Meeting

Monday, June 4, 2007           7:30 PM           Princeville Village Hall

The Princeville Village Board met at the above time and place.
The meeting was called to order by President Stahl at 7:30 PM with the following trustees answering the roll call; Sutherland, Rasmussen, Troutman, Koller, Barrington and Knapp as being present. Notice of the meeting was sent and received in a timely manner. Staff present was Village Clerk Rasmussen, Supt. of Public Works Gardner, Sec. /Treas. Hofer and Deputy Breitbarth

Approval of Minutes: Motion by Barrington with a second by Koller to approve with corrections as needed the minutes as published. Voice vote. All ayes. No nays. Motion passed.

Treasurers report: Motion by Sutherland, with a second by Rasmussen to approve the treasurer’s report as presented and place on file. Voice vote. All ayes. No nays. Motion passed.

Paying of the bills: Motion by Rasmussen with a second by Knapp to pay the bills presented. Roll call vote; Sutherland, Rasmussen, Troutman, Koller, Barrington and Knapp all voting aye. No nays. Motion passed.

Police report: Reported was several vehicles had been egged and key scratched; 17 tickets were issued at a seat belt check; and it has been reported that numerous persons are mowing grass into the street and leaving it. This makes a safety hazard where cars slide when attempting to stop. The police officers ask that persons refrain from leaving grass and leaves in the street, Please!

Citizens group: will have a tent at Heritage Days in the park and 13 groups have shown an interest in passing out information during this time. There will be a Peony Award given to a business that has refurbished their building, by a public interest vote at the festival. The Citizens group will be gathering information about Brownfield Grants to assist in cleanup of some of the blighted areas.

Auten Terrace: Phil Perkins and Drew Black are in the process of obtaining an “S” corporation status and are looking for investors for their project.

New Business coming to Princeville: A group of three men have acquired the gas station at the East end of Princeville and will be opening a “Fast Stop” convenience store and gas station. These station operators own 18 stations in Illinois and named Chuck Sylvester as there manager, who will live in Princeville.

Approval of MFT Funds Transfer to proper account: Motion by Rasmussen with a second by Troutman to transfer $18,524.61 from 2006 MFT Fund to the appropriate account. Roll call vote; Sutherland, Rasmussen, Troutman, Koller, Barrington and Knapp all voting aye. No nays. Motion passed.

Adoption of the 2007 - 2008 budget: Motion by Rasmussen with a second by Knapp to adopt the 2007-2008 budget as presented and place on file. Roll call vote; Sutherland, Rasmussen, Troutman, Koller, Barrington and Knapp all voting aye. No nays. Motion passed.

Seneca Foods desire to acquire “Park” land from the Village: Seneca Foods wishes to purchase land from the Village. This is property of the Cutters Grove Park and South of Lincoln Avenue. TABLED!

Property Committee: Motion by Rasmussen with a second by Barrington to research the possibility of being able to sell Park property to anyone. Voice vote. All ayes. No nays. Motion passed.

TIF Grant to demolish buildings: Motion by Koller with a second by Rasmussen to give a $10,000.00 TIF Grant to Seneca Foods for the demolition of a home at 606 So. Santa Fe, a home at 110 E Lincoln and a garage structure in between, Roll call vote; Sutherland, Rasmussen, Koller,  Barrington and Knapp voting aye. No nays. Motion passed.  Troutman abstained.

Committee reports: Pool; Minor repairs are done and with school out is open for the season.
Property; met with the Schupp property owner to review progress, and is now ready to repair the roof.  The building on the corner across from the park is to have the windows painted before Heritage Days.

Village CDAP loan: Motion by Sutherland with a second by Troutman to approve a CDAP loan to Princeville Automotive in the amount of $6,300.00 for parking lot and roof repair. Motion by Rasmussen with a second by Barrington to approve a CDAP loan for Princeville Automotive. Roll call vote; Sutherland, Rasmussen, Troutman, Koller, Barrington and Knapp all voting aye. No nays. Motion passed.

TIF Revitalization program: Motion by Rasmussen with a second by Barrington to approve the amount of $1350.77 for Partners Insurance and Keepsake Photography for Facade renovation of their building. Roll call vote; Sutherland, Rasmussen, Troutman, Koller, Barrington and Knapp all voting aye. No nays. Motion passed.
There are also 2 other applications in process for the TIF Revitalization projects.

Accept Bid for Seal Coating: Motion by Rasmussen with a second by Barrington to accept the bid of $26,661.30 to Maintenance Service Co for seal coating of Wortz Ave, Santa Fe Ave etc. from MFT funds.

Supt. of Public Works report: The maintenance shed is ready for the construction of the addition; The New Dump Truck was ordered and is to arrive in September; a new sewer pump has arrived and will be installed by Tobin Brothers;
Closure of ½ of the 200 block of East Main St. for MDA on Aug. 25, 2007.: Motion by Troutman with a second by Barrington to close ½ of E Main in the 200 block on July 25th for a Go Cart racing event. Roll call vote; Sutherland, Rasmussen, Troutman, Koller, Barrington and Knapp all voting aye. No nays. Motion passed.

Adjourn: Motion by Rasmussen with a second by Koller to adjourn the meeting
President Stahl adjourned the meeting at 10:37 PM.
