Village Board Meeting Minutes
The Princeville Village Board met at the above date, and place. The meeting was called to order by President Stahl at 7:30 PM with the following members answering roll call; Sutherland, Rickey, Rasmussen, Koller and Barrington. Trustee Troutman was absent. A quorum was present. Notice of the meeting and the agenda were delivered and timely received. Peoria County Police Report: Deputy Kevin Breitbarth reported an arrest and re-arrest on a subject involving a family situation. There was damage to a vehicle in the 100 block of North Walnut Ave.. Two cigarette compliance buys that were O.K.. He is in question as to the handling of Ordinance Violations, asking the board what they wanted him to do. There seems to be some concern about the parking regulations in the 200 block of South Walnut Ave. and the “No Parking” zone. Additional and new signs will be posted and is to be enforced. A discussion on speed limits in the village ensued, resulting in a new ordinance being written to lower the speed limit to 25 Miles Per Hour on all Village Streets, as soon as the resigning is complete. Approval of Minutes as Published: Motion by Rasmussen and second by Rickey to accept the minutes and place on file. Voice vote all ayes. Motion passed. Treasurers Report: Motion by Sutherland and second by Barrington to accept the treasurers report and place on file. Voice vote all ayes. Motion passed. Paying of the Bills: Motion by Rasmussen and second by Sutherland to accept the bills to be paid as presented. Roll call vote; Sutherland aye, Rickey aye, Rasmussen aye, Koller aye, and Barrington aye. Five (5)ayes No (0) nays. Motion passed. Motion by Rasmussen and second by Barrington to make a fifty (50) dollar Memorial to the Akron-Princeville Ambulance in the name of Lou German, a former Mayor of the Village of Princeville. Voice vote, all ayes, no nays. Motion passed. Princeville Little League Donation: The Princeville Little League was approached by the Peoria County Health Department and is requesting they bring the concession stand up to standards now in place, with adding a triple sink in the food area, fans in the rest rooms and purchasing a food license. A motion by Rasmussen and second by Koller to increase the donation to Little League to $600.00 to help defray their cost and provide a porta pot at the grade school. Roll call vote, Sutherland, Rickey, Rasmussen, Koller and Barrington voting aye. No nays.. 5 ayes. No nays, Motion passed. Bench in Stevens Square Park: The Princeville Garden Club, represented by Jurreta Huffman, President, is asking permisson for the garden club to place a bench at the edge of the flower garden on Santa Fe Ave. and Evans St., under the pine tree. The Garden Club will be responsible for the maintance of the bench. Motion by Koller and second by Rickey to permit placement of the bench in the park. Voice vote. All ayes. No nays. Motion passed. No Parking Sign Placement and Enforcement: Motion by Rasmussen and second by Sutherland to place a third “No Parking” sign at the south end of the 200 block of South Walnut Ave., on the west side of the street. Roll call vote. Sutherland, Rickey, Rasmussen, Koller, Barrington all voting yes. No nays. Motion passed. Heating and Cooling Bids for the Village Hall Building: Heating and cooling bids were received from Rick Schupbach for $4386.00 and from Harv Stahl $6995 for single speed blower and $7395 for a multi speed blower. Motion by Koller second by Rickey to award the heating and cooling work to Rick Schupbach for $4386.00. Roll call vote. Sutherland, Rickey, Rasmussen, Koller, Barrington all voting yes. No nays. Motion passed. Committee Reports: Pool Committee: Reporting the Kiddy Pool had a leak in a crack, the pool was drained, the crack filled, pool refilled. Pools not cleaned properly and painted over the debrie, now the paint is pealing. There is an excessive amount of weeds and grasses growing around the outside of the fence and needs to be cut. The soda machine is not working properly and Pepsi is to replce it. The freezer borrowed from the school did not get moved and there is no room for frozen product storage. The bike rack needs to be moved away from the fence to keep intruders from climbing over at night time. The cracks in the decking around the pool need to be filled to prevent further damage. The hole in the restroom ceiling tile needs to be repaired/replaced. The paint on the under water steps is slick and persons have fallen. The pool committee needs to have a review with the lifeguards explaining their duties at the pool; and an instruction period on cleaning of the bath rooms will be done by Rasmussen. Property Committee is to send letters to the violators and owners of property with junk cars, trucks, tires, tree limbs etc.. The current leters will be sent out with all board members names affixed, then will be given to the police for issuance of ordinance violations where necessary. Roll call vote. Sutherland, Rickey, Rasmussen, Koller, Barrington all voting aye. No nays. Motion passed. Discuss Advertising for Bids for Repair at Enterances of Hall and Handicap Ramp in the Community Room: The Property committee and Chad will meet to write bid specs for the enterance doorways and handicap ramp to be approved by the board and placed in advertising. Discussion of Speed Limits on Village Streets: After board discussion on lowering the speed limits on village streets to 25 MPH a Motion was made by Rasmussen and second by Barrington to lower the village speed limit to 25 mph. Roll call vote. Sutherland, Rasmussen, Koller, Barrington voting aye and Rickey voting nay. Motion passed. Vacating the Alley between Methodist Medical Building and the Ambulance Building: The Hospital and Village Attorneys are working on the agreement to vacate the alley, which is not complete at this time. Superintendent of Public Works Report: Inspection by EPA was done and plans will be proceeding on the Back Flow Valve for the South Tower.All treatment chemicals must be stamped with “ NSF 60 “ by the manufacture. Some new laws on boil orders require we call the Health Department on all water breaks. The roadway patching machine had a bearing go out on the blower and is now fixed. Other Business: The roadway closure permit was returned for the Heritage Days, closing of State Route 91 and was approved. This was covered by the Resolution of May 25, 2005, Received at IDOT June 2, 2005 and returned to the village on June 6, 2005. Motion by Rasmussen and Second by Rickey to have Don Baer seal the floor of the Gazebo and Veterans Monument floors. Roll call vote, Sutherland, Rickey, Rasmussen, Koller, Barrington all voting aye. No nays. Motion passed. The Heritage Days Security is all arranged with Taverns having door checkers on Friday and Saturday nights, all paid for by the Village. Barrington had a couple concerned citizen complaints about the political issues in the village news letter. Freedom of speech seemed appropriate. Village Clerk Rasmussen ask permission to go to a conference in Peoria for newly elected officials; Barrington expressed a desire to go also. Being no further business to come before the board , the meeting was adjourned at 9:52 PM by Village President Stahl.
