The Princeville Village Board met on the above date at the Village Hall.  President Stahl called the meeting to order with the following members answering roll:  Sutherland, Rickey, Rasmussen, Koller and Barrington.  Trustee Troutman and Village Clerk Rasmussen were absent.

Police Reports:  Deputy Breitbarth went over police reports for the Village.  He stated that he will be meeting with Superintendent Hanneken since school will be starting soon.

Sheriff McCoy:  The Sheriff stated that the new contract is up this year by 5%.  He stated that the County has a good working relationship with the Village.  He feels Deputy Breitbarth is doing a good job for the Village and is a fine officer.  The use of meth is down, but cocaine and heroin use are up.  The DARE program will continue this year, and there will be a K-9 demonstration soon.   The Sheriff is always eager to take calls about anyone’s concerns or problems.

Mike Simms was not present. 

Tim Connolly, MDA: The 2nd Annual MDA Benefit will be held August 26.  Tim asked to have it on Walnut Avenue from Main to Evans Street.  Motion made by Koller and seconded by Barrington to close Walnut from Main to Evans Street from 12 noon to 11 pm on August 26, and provide two porta-pots, trash containers and picnic tables for the event.  Roll call.  All ayes.  Motion carried.  The event will have food from 4 to 8 pm, karaoke from 4 to 6:30 pm, live music from 7 to 11 pm and a raffle for a shot gun and a 50/50 drawing.  Tim requested that the group be able to serve alcohol.  The street will be fenced off and security will be present.  Motion made by Sutherland and seconded by Koller to issue a liquor license for the event as long as state requirements are met, dram shop insurance is provided and someone will be checking ID’s.  Roll call.  Sutherland, Rickey, Koller and Barrington were ayes.  Rasmussen was nay.  Motion carried.

Independent Living CenterAndrew Black, Phillip Perkins and Randy Lawson presented a plan for an independent living housing for Princeville.  They have already secured the property of Phyllis Collins with the house and six acres on North Town Avenue.  There will be 35 to 40 all inclusive quarters for active senior citizens.  Financing of the project is still under discussion.  Steve Klein will consider TIF assistance, and the Farnsworth Group is drawing up the plans.  It will employee 4 to 5 people, and the residence’s cost will be $1600 to $1800.

Craig Street Repairs:  Motion made by Rasmussen and seconded by Rickey to accept the bid from R.A. Cullinan in the amount of $13,690.46 for repairs at the intersection of Craig Street and Princeville Avenue.  Roll call.  All ayes.  Motion carried.

There were no bids for the sewer lining at Walnut Avenue and Douglas Street.

Committee Reports - Aquatic Center Committee:  Motion made by Koller and seconded by Rasmussen to have a pool party on Wednesday, August 9 at 6 pm for board members and employees.  Roll call.  All ayes.  Motion carried.

Committee Reports – TIF 1 Projects Committee:  Two new projects have been sent to Steve Klein for consideration.

Committee Reports – Property:  Unlicensed vehicle letters have been sent out again.  Most have responded.

Building Permits:  The following building permits have been approved:

  • Dennis Bohannon – deck
  • Debbie Duckworth – shed
  • Dan Heinz – Derek Sutherland’s room addition (a variance was needed and approved by the Zoning Board)

Superintendent of Public Works Report:  *East Main Street bid opening for grinding and resurfacing (from stop sign east to Spring Street) will be August 2 at 10 am.  The bid will be awarded at the next meeting.  *Craig Street will interrupt pool traffic.  *Heaters are on too long at the pool.  Some have complained about the temperature.  Also the new door is on and a dusk to dawn light is needed at the pool.  *A letter has been to Huff regarding the Schupp building.  *At Evans Street project, the curb will be poured as soon as the gas line is moved.  Chad presented an estimate for repairs at Princeville Automotive and the Village Shop along Evans Street.  Water run-off is a problem.  The cost to install a new storm drain, using a 12” dual wall, is $3,532.00.  The problem needs to be fixed before the new sidewalk is installed. The cost could be split between the Village and Princeville Automotive.   Motion made by Rasmussen and seconded by Barrington to pursue fixing the drainage problem at Evans Street and Town Avenue.  Roll call. All ayes.  Motion carried.

Other Business:

  • Fresh produce will be sold at Cutters Grove Park on Friday’s and Saturday’s starting in August.
  • PCA will pursue acquiring the three lots in Ostrom Meadows from Harvey Stahl through Kerry Cordis’ office.  Two lots will then be sold.
  • Street sweeping will be done in the business district.
  • New garbage cans are needed on Main Street.
  • There are 4-55 gallon drums with an unknown substance on West High Street.  Trustee Koller will look into getting them analyzed.

Motion made by Rickey and seconded by Rasmussen to adjourn the meeting at 9:32 pm.
