Village Board Meeting Minutes
The Princeville Village Board met at the above date and place. The meeting was called to order by President Stahl at 7:30 PM with the following members answering roll call; Sutherland, Rickey, Rasmussen, Troutman, Koller and Barrington being present. A quorum was present. Supt. Of Public Works, Chad Gardner and Sec./ Treasurer, Sue Hofer were also present. Notice of the meeting and adgenda were delivered and timely received. Peoria County Police Report: Deputy Kevin Breitbarth reported that a theft of a Sub-Woofer had occurred at 403 E. Evans St.. A mail box at 604 S. Walnut Ave. had been damaged. He then questioned if the live enertainment was done by permits or how this was handled; response, this was suppose to be the manner. Deputy Breitbarth has asked the Village Board to look at issuing a proclamation to the two girls involved in the ball diamond incident, for their bravery and truthfulness in the investigation by his department. Resolution Request: Mrs. Marlene Hegwood is making a request that the Village Board pass a resolution to dedicate Illinois State Route 91 to the name of her late husband, Robert Hegwood, who has give 168 horses to children in recent years. Motion by Rasmussen, second by Troutman, to grant the request for the resolution. Roll call vote, Sutherland, Rickey, Rasmussen, Troutman, Koller and Barrington voting aye. No nays. Motion passed. Resolution to Close Streets for APA: APA representative Tim Conley asked that the street closing for APA 25 th Anniversary be extended to cover all four streets around the Stevens Square Park on Saturday, August 6, 2005., from 9AM to 11PM be granted and the necessary state permit be obtained. Motion by Barrington, second by Rasmussen, to close the requested streets on Aug. 6, 2005 be granted. Roll call vote, Sutherland, Rickey, Rasmussen and Barrington voting aye. Troutman and Koller abstaining from the vote. Motion passed. Children Playing Sign Request: Area residents have requested that Children Playing signs be installed in the 100 block of W. South St. and 200 block of Ostrom Ave. A Stop sign request at South St. and Santa Fe Ave. is also requested. A Motion by Rasmussen, second by Koller, to install the requested Children Playing signs was made. Voice vote all ayes. Motion passed. A Motion by Rasmussen, second by Sutherland, to have the Health Committee look at the need for the change from a Yield sign to a Stop sign on South St. at Santa Fe Ave. and report back to the board with a recommendation at a future meeting. Voice vote, All ayes. Motion passed. Consider the Contract for TIF II Administration FY 2004-2005: A request to consider the administration of TIF II by Mike Weber of Peckham Guyton Albers & Viets, Inc. has been received. (PGAV) hereinafter known as the Consultant. Motion by Koller, second by Sutherland, to use Mike Weber of PGAV for technical services and assistance for reporting years 2004-2005. Roll call vote, Sutherland, Rickey, Rasmussen, Troutman, Koller and Barrington voting Aye. No Nays. Motion passed. Building Permit: A building permit request was received from: Greg Roberts 412 So. Walnut Ave for Demolishing a 22x22 building. Motion by Koller, second by Troutman, to allow the demolition as requested. Roll call vote, Sutherland, Rickey, Rasmussen, Troutman, Koller and Barrington voting Aye. No Nays. Motion passed. Committee Reports: Pool Committee--Troutman reports that the pool will be closed on August 10, 2005 for the Fire Dept. rescue training. The ants at the pool were taken care of on July 19 th. The skid control on the steps and a sign has been installed. The water aerobics seems to be going good with 15 to 20 people attending the sessions. Property Committee--Rasmussen has talked with Village Attorney Lori Judd and the Village will be getting a letter explaining Eminate Domain, and what can be done. Peoria County now requires a permit on in yard pools 24 inches deep or more. They require a 5 foot high fence enclosure, regardless what the pool companies tell customers. A copy of this ordinance will be given to the zoning committee and let them take the proper action in this matter. Supt. Of Public Works Report: Chad Gardner said the new speed limit signs have arrived and they are beginning to install them. The installation of the new water line under the rail road on S. Cottage Grove has begun. The sidewalk and curb on St. Marys St. has deteriorated and bids were received and opened . Bid of $3470.00 from Don Baer and a bid of $3000.00 from Gardner Construction was received. Motion by Koller, second by Rickey, to accept the bid from Gardner Construction. Roll call vote, Sutherland, Rickey, Rasmussen, Troutman, Koller and Barrington answering Aye. No Nays. Motion passed. Other Business: The Treasurers Reports for the months of May and June were reviewed. Motion by Rasmussen and second by Koller, to accept the Treasurers reports and place on file. Voice vote, All Ayes. No Nays. Motion passed. Troutman relayed that the Fire Dept. Trustees have requested that the paving machine be used to patch some holes around the fire house and have the village employee’s spray the weeds on the premises. This was agreeable with all parties. Adjournment: A Motion by Rickey and second by Troutman, to adjourn the meeting was made. President Stahl adjourned the meeting at 9:26PM. Milton Rasmussen Clerk
