Regular Board Meeting

Monday, July 2, 2007               7:30 PM           Princeville Village Hall

The Princeville Village Board met at the above time and place.
The meeting was called to order by President Stahl at 7:30 PM with the following trustees answering the roll call; Sutherland, Rasmussen, Troutman, Koller, Barrington and Knapp as being present. Notice of the meeting was sent and received in a timely manner. Staff present was Village Clerk Rasmussen, Supt. Of Public Works Gardner, Sec. / Treas. Hofer and Deputy Breitbarth.

Police report: Reported that: A case of exploitation of the elderly was being investigated; A domestic battery involving drugs; Three vehicles were vandalized; A juvenile had painted obscene pictures on the roadway; An air compressor was stolen; A cell phone was taken; A $61.00 drive-off occurred; An arrest was effected from a vehicle stop and then finding the driver had no insurance and no valid Drivers License.

Approval of minutes: Motion by Koller with a second by Troutman, to approve the minutes as published with corrections. Voice vote. All ayes. No nays. Motion passed.

Treasurers report: Motion by Rasmussen with a second by Sutherland to approve the treasurers report as published and place on file. Voice vote. All ayes. No nays. Motion passed.

Paying of the bills: Motion by Knapp with a second by Barrington to pay the bills presented to the board. Roll call vote; Sutherland, Rasmussen, Troutman, Koller, Barrington and Knapp all voting aye. No nays. Motion passed.

Citizens Group Report: The citizens group wishes to thank the village for providing the Community Tent at the Heritage Days event.

Recognized: Boy Scout Cody Hardy was recognized as a Scout working on merit badges and was given encouragement to continue to do so.

Bid opening for sale of Village property at North Town Park: the only bid received was from KMA Storage Inc. (Dick Stubbs) for the 30’ X 268’ plat of land and is to be used for Storage Shed’s next to their existing storage units, and was submitted for the amount of $5000.00. Motion by Rasmussen with a second by Sutherland to accept the bid submitted by KMA Storage Inc.. Roll call vote; Sutherland, Rasmussen, Troutman, Koller, Barrington and Knapp all voting aye. No nays. Motion passed.
Motion by Rasmussen with a second by Knapp to authorize the sale of the North Town Park property by Ordinance # 07- 07- 06. Roll call vote; Sutherland, Rasmussen, Troutman, Koller, Barrington and Knapp all voting aye. No nays. Motion passed.

Seneca Foods: The variances were sent to the Village Attorney for review and to make any adjustments as needed.

High Water Bill: Delores Sheppard attended the board meeting asking for water bill price relief and thought as did many other persons that their water meter was broken. Many of the bills were for a month and   a  half time period and it appears the billing was correct. The board made no adjustments of her bill.

Committees: Pool, the total attendance was lower this year to date than in past years. The vacuum used in the pool has broken and parts are ordered.
TIF Revitalization- Motion by Rasmussen with a second by Koller to place money in the program; with $20,000.00 going into Grant fund and $30,000.00 going into the Loan fund, with an option to transfer monies as needed from Loan to Grant or vs. as needed. Roll call vote; Sutherland, Rasmussen,  Koller, Barrington and Knapp all voting aye. No nays. Motion  passed. Troutman abstained from the vote.
Three new applications were sent to Steve Klein for review and legal approval.
Motion by Rasmussen with a second by Barrington to pay $1373.76 to Princeville Automotive for work completed. Roll call vote; Sutherland, Rasmussen,  Koller, Barrington and Knapp all voting aye. No nays. Motion passed. Troutman abstained from the vote.
Phil’s Supermarket is eligible for $7,500.00 with receipts and Meatball’s is eligible for $7,350.00.
Property committee will meet at the Cutter’s Grove pavilion on Tuesday July 10th. At  4:30 PM.
Health and Safety committee recommends a change of the current 500’ for a distance child sex offenders from children’s residence, church, school and etc. and change the distance to 1500’. Motion by Koller with a second by Sutherland to have the Village attorney write an ordinance at the 1500’ distance for the village.

Supt of Pub Wks: The water valve at Alcoa plant has been repaired. And they are patching streets.

Adjourn meeting: Motion by Knapp with a second by Troutman to adjourn the meeting. President Stahl adjourned the meeting at 9:32 PM.
