Village of Princeville Minutes of the Regular Meeting Tuesday, August 16, 2005. Princeville Village Hall The Princeville Village Board met at the above date and place. The meeting was called to order by President Stahl at 7:32 PM with the following members answering roll call; Sutherland, Rickey, Rasmussen, Troutman, Koller and Barrington being present. A quorum was present. Notice of the meeting and the agenda were delivered and timely received. Staff present was Sec./Treas., Sue Hofer and Russ Hyde of Public Works Dept.; Supt. of Public Works Chad Gardner arrived at 7:45 PM. Peoria County Police Report: Deputy Kevin Breitbarth reported that School District Superintendent Kathy Hanneken has reported that the discipline for the six individuals that had vandalized the halls of the High School last year, would be handled by the school system, since over 18 months has passed since the incident and the statue of limitations has ended. Deputy Breitbarth thanked the Village Board for their support on the St. Jude Run telethon. An arrest for DUI was made to a resident after his loud and quick acceleration with his vehicle throughout the streets of the village was made and will be sent thru the court system. The mud pit on Wertz Road was again in operation this past weekend and is expected to be going again next weekend. Concerned Business Operator Janet Jackson came to address her concerns about the street in front of her business being blocked during Heritage Days and Ambulance Days; asking the board to keep an opening to her shop. Report on R.O. Seminar: Russ Hyde addressed the board explaining his attendance to an R.O. Seminar. Russ told the board that he felt confident that he had gained new knowledge to the operation and maintenance of the water treatment system, along with several tips on cost savings of the operation. Robert Hegwood Resolution: More information and details is need by the board to act on the resolution; postponed until a later date for action. Ordinance to Accept and Dedicate the Streets in Brockway Hills - Phase II: An Ordinance to accept and dedicate the streets and right of way in Brockway Hills - Phase II was presented to the Village Board. Motion by Rasmussen and second by Koller to accept the streets and right of way in Brockway Hills - Phase II was made. Roll call vote, Sutherland, Rickey, Rasmussen, Troutman, Koller and Barrington voting Aye. No Nays. Motion passed. Ordinance # 05-10. Parking on the Sidewalks around the former Phillips 66 Station: After much discussion about the parking around the former Phillips 66 Station, preventing a walkway and path for handicapped wheelchair and all other persons; Motion by Koller second by Rickey to place a “No Parking to Corner” sign on the utility pole, several “No Parking” signs on the fence and repaint the Handicapped sign on the pavement was made. Roll call vote, Sutherland, Rickey, Rasmussen, Troutman, Koller and Barrington voting Aye. No Nays. Motion Passed. Northwest Sewer Study Report: The report will be presented by the engineers at a later date. Committee Reports: Property report by Rasmussen, there are an extra 3 persons with vehicles parked on their property in violation of the village ordinance, letters will be sent. Other persons who have not conformed to the ordinance have had their names and addresses turned over to the Police for issuance of citations and court dates. Sutherland reports that the property with a noise condition, now has a horse and electric fence also. Pool committee, Troutman reports that the 17 th.was the last day for the pool to be opened for the season, but if enough lifeguards are available the Saturdays and Sundays could be open until Labor Day. Persons desiring to use the pool will have to check daily for availability. Consider Noise and Nuisance Ordinance: A Nuisance and Noise Ordinance was discussed at length. Motion by Sutherland and second by Rasmussen to pass the Ordinance Defining Certain Nuisance and Prohibiting Certain Noise as presented to the board. Roll call vote, Sutherland, Rickey, Rasmussen, Troutman, Koller and Barrington voting Aye. No Nays. Motion passed. Ordinance # 05-11 Building Permits: Requested by; Lester Streitmatter 433 S Cottage Grove Enclose 8’x5’ side porch Motion by Koller second by Troutman to approve the building permit. Roll call vote, Sutherland, Rickey, Rasmussen, Troutman, Koller and Barrington voting Aye. No Nays. Motion passed. Supt. Public Works Report: Supt. Of Public Works reports that the Street signs and Speed Limit signs are being replaced. Julie had been called for an excavation in front of 103 W High at a street and curb sinking site. The aerators are now running and bacteria had been added to the sewer pond to control odors. In the future removing sludge from the sewer ponds may need to be done. Other Business: A bid was received for the Village Hall and Pump House late, as the contractor thought the date was Aug 17 th not Aug 1 st, the project will be re-bid with some changes and advertised at a later date. No further business to come before the board, Motion by Troutman second by Rickey to Adjourn the meeting. The meeting was adjourned by President Stahl at 9:52 PM. |
