Regular Board Meeting

Tuesday August 21, 2007             7:30 PM     Princeville Village Hall

The Princeville Village Board met at the above time and place.
The meeting was called to order by President Stahl at 7:30 PM with the following trustees answering roll call; Sutherland, Rasmussen, Troutman, Koller, Barrington and Knapp  Notice of the meeting and the agenda were sent and received in a timely manner. Staff present was Village Clerk Rasmussen; Supt. of Public Works Gardner; Sec. /Treas. Hofer and Deputy Breitbarth.

Zoning Board Chairman: Dan Heinz said that at the zoning hearing on the Canning factory property, that He felt threatened. A tactic He felt was used to influence the zoning board votes. He stated that the construction of a building so close to the right of way, was not a good choice, especially at a new “TEE” intersection and He has a concern that the disregard for zoning rules places the zoning board in jeopardy of future zoning request.

Police report: A Motor vehicle accident occurred on Town Ave.; A couple of domestic calls were reported; Two civil issues had come up recently and were handled; A door was damaged at the High School; A driver was arrested for a drivers license violation and no vehicle insurance; A drive-off occurred at the Gas station; and someone burglarized the Village Hall, taking money from a drop box.

Citizens group: Stated that they were for the passage of the Zoning for the Canning Company. The Peony Award was given to “Just for You Jewelry” for 2007. The information boards purchased for the Rock Island trail by the PCA have not been used; the old ones are being repaired instead. The committee wants to see adult supervision next year at the swimming pool. The Group wants to see new “Signs” at the entrances to the Village. The Group wants the wide and long trucks parked off the streets; and the Sex Offender Issue has been sent to the Village Attorney for review.

Treasurers report: The report was approved on Aug 6th meeting with any questions for this meeting as the treasurer was absent at that meeting. Reportedly tax money is coming to the village from the county treasurers office; Real estate tax of $140,00.00  was received.

Seneca Foods: The warehouse project has been resurrected, the plans from the engineers should be here August 27 - 31.

Proposed Alarm for the Village Hall and Water Treatment buildings: Motion by Barrington with a second by Koller for President Stahl to appoint Supt. of Public Works and one other person to talk with at least one other Alarm company and compare the systems and cost, with a cost not to exceed $3500.00  Roll call vote Sutherland, Koller, Barrington and Knapp voting aye. Rasmussen voted Nay. Motion passed. Troutman abstained. TIF I account.

Fireworks for High School Homecoming after the game: Trustee Barrington would like to have fireworks after the football game on Sept. 21 or Oct 8 to be shot off from the Sewer plant by a person who does this as a professional and would obtain all necessary permits.

Committee reports: The swimming pool was shut down on Tuesday August 14th as not enough life guards were available after that date. The pool committee will meet after Labor Day for a working and improvement meeting for next year.
TIF Revitalization reports that Meatballs is done as well as Princeville Automotive with there projects. Jeff O’Kane is to repair a roof on the Schupp building.
Village Clerk Rasmussen request payment for the Illinois Municipal Clerks Association Dues of $52.00. Motion by Troutman with a second by Koller to pay the Illinois Municipal clerks dues for 2007-2008. Roll call vote; Sutherland, Rasmussen, Troutman, Koller, Barrington and Knapp all voting aye. No nays. Motion passed.

Supt of Public Works: The maintenance building floor drain box is formed up to pour concrete. The floor should be poured next week. Dirt has been moved and they need 15 parking blocks at Cutters Grove Park for ballgame parking along with signage for the area. Next week John Tanney is to help drain the pools and camera view the lines to try to find the leaks. A new blade for the loader tractor is needed at a cost of $11,300.00. Motion by Rasmussen with a second by Koller to purchase a new blade for the loader at a cost of $11,300.00 paid from the TIF I funds. Roll call vote; Sutherland, Rasmussen, Koller, Barrington and Knapp all voting aye. No nays. Motion passed. Troutman abstained.
The sidewalk repairs are larger than first thought and more material is needed; Santa Fe and Main Sts. is $180.00 and the East Main St and drain is $340.00; a total of $520.00. Motion by Koller with a second by Rasmussen to provide the additional cost of $520.00 for the sidewalk repairs, from TIF I funds. Roll call vote; Sutherland, Rasmussen, Koller, Barrington and Knapp all voting aye. No nays. Motion passed. Troutman abstained.

Other business: Trustee Rasmussen Has a concern about ordinances being passed and NO enforcement is enacted after passage. We have a whole book full of ordinances and what are they for?  The “Burn” ordinance for example, it took several years to get passed and now all we do is warn people who violate it.

The “Swimming Pool /fence” ordinance took months to get passed, still people take advantage and get told to abide or remove it. That ordinance isn’t completely enforced either. I think it is time to enforce the rules or forget ALL the ordinances.

Tater Harwood installed a new driveway (concrete) and purchased rock for the end and street; He now would like the Village to pay half the cost of the gravel which washes away and never gets replaced. Motion by Knapp and a second by Sutherland that the Village Not pay for gravel. The resident should have come to the village to replace the gravel first. Voice vote. All ayes. No nays Motion passed.

Executive Session: Motion by Troutman and a second by Rasmussen to go into executive session, regarding a proposal to purchase a parcel of real estate. Voice vote. All ayes. No nays Motion passed.

Motion of purchase: Motion by Koller with a second by Sutherland to purchase the property at 114 W Spring St for a price not to exceed $49,300.00; The buildings and shrubs, trees etc. to be torn down and removed from the property by the Village. Roll call vote; President Stahl, Trustees Sutherland, Rasmussen, Koller, Barrington and Knapp all voting Aye. No nays. Motion passed.  Trustee Troutman Abstained.                          
This is to be purchased from TIF I Funds.

Adjournment:  Motion by Rasmussen with a second by Koller to adjourn the meeting.
