Minutes of the Regular Meeting

Monday August 6, 2007 7:30 PM Princeville Village Hall

The Princeville Village Board met at the above time and place.
The meeting was called to order by President Stahl at 7:30 PM with the following trustees answering roll call; Sutherland, Rasmussen, Troutman, Koller and Knapp. Barrington arrived at 8:02 PM. Notice of the meeting and agenda was sent and received in a timely manner. Staff present was Village Clerk Rasmussen, Supt. of Public Works Gardner and Deputy Breitbarth. Sec./Treas. Hofer was absent.

Police report: A hit and run with a motor vehicle occurred; An arrest for no valid drivers license issued; and Doors at the Grade School and the High School were found open.

Approval of minutes: Motion by Rasmussen with a second by Koller to approve the minutes as published was made. Voice vote. All ayes. No nays. Motion passed.

Approve Treasurers report: Motion by Sutherland with a second by Knapp to approve the Treasurers report and place on file. Voice vote. All ayes. No nays. Motion passed.

Paying of bills: Motion by Koller with a second by Troutman to pay the bills as presented. Roll call vote; Sutherland, Rasmussen, Troutman, Koller and Knapp all voting aye. No nays. Motion passed.

Citizens group report: None, haven’t had a meeting yet.

Village hall remodeling: The rest room in the village hall is to have 40” high FRT covering on the walls, and new floor coverings. The fixtures will be removed and re-installed, along with a vent fan and duct to the outside, at a cost of $1872.00 submitted by Lopez Construction Co. Motion by Rasmussen and second by Knapp to approve the work as submitted; Roll call vote, Sutherland, Rasmussen, Koller, Barrington and Knapp voting aye. No nays. Motion passed. Troutman abstained TIF funding.

The windows for the Pump house will be ordered next week.
Concrete sidewalk work in front of “Just for You Jewelry” will be replaced with a metal plate drain under it, so the roof drain will run under the walkway and not freeze ice in the cold weather months. The sidewalk on Santa Fe Ave and Main St on the North-East corner will also be replaced. The cost being $ 2,140.00 submitted by Lopez Construction Co. Motion by Rasmussen with a second by Sutherland to approve the Main and Santa Fe concrete repair work on a Roll call vote; Sutherland, Rasmussen, Koller, Barrington and Knapp all voting aye. No nays Motion passed. Troutman abstained. Motion by Koller with a second by Barrington to repair the Main St sidewalk and roof draining system on a roll call vote; Sutherland, Rasmussen, Koller, Barrington and Knapp all voting aye. No nays. Motion passed. Troutman abstained.

Purchase of property: Ordinance # 07-08-07 to purchase the parcel of property on the North-West corner of Spring St and Santa Fe Ave for a price of $22,500.00 from TIF I funds. Motion by Rasmussen with a second by Knapp to Purchase the stated property at $22,500.00, Roll call vote; Sutherland, Rasmussen, Koller, Barrington, Knapp and President Stahl all voting aye. No nays. Motion passed. Troutman abstained.

Property report and abandoned vehicles and junk/debris on property: A list of some 27 abandoned / unlicensed vehicles was distributed to the board and will be sent to the village attorney by President Stahl for prosecution. A listing of junk/debris will be coming very soon.

Committee reports: Swimming pool will be closing on August 14th for the year. There will be a pool operations get together at “COOP’S” for employees and board members on Monday August 13th at 6:00 PM.
TIF Revitalization projects, the work is complete at Princeville Automotive roof repair at $936.28; At Meatballs was paid $4865.00. Motion by Rasmussen with a second by Knapp to pay Princeville Automotive $936.28; Roll call vote; Sutherland, Rasmussen, Koller, Barrington and Knapp all voting aye. No nays. Motion passed. Troutman abstained. An application from Jeff O’Kane for roof repair has been received and is being sent to the TIF attorneys for analysis of the request. The Phil’s Supermarket work is in progress.

Motion by Troutman and a second by Sutherland to have President Stahl inquire about the possibility of purchasing the property west of the newly acquired corner property at Spring and Santa Fe at a price not exceed $50,000.00 and to report back to the Village Board. Voice vote All Ayes. No nays. Motion passed.

Supt of Public Works: Streets are to be seal coated next week, Durapatching streets as needed, and The Maintenance shed addition to start next week

Other business: The news letter will be done on Aug 20th and to include the Burn Ordinance reminder.
MICRO request the parking be blocked off for a hay rack for auction Items on Walnut St on Aug 18th , Motion by Rasmussen with a second by Sutherland to block parking on East side of Walnut St in 100 block as needed for the MDA Auction. Voice vote all Ayes. No nays . Motion passed. The Fire department request the 100 block of Tremont Ave is blocked off for water fights on Aug 18th from 9:00 AM to 5:00 PM for part of the MDA benefit. Motion by Barrington with a second by Sutherland to block the 100 block of Tremont for MDA function as requested; Voice vote. All ayes. No nays. Motion passed.

Adjournment: Motion by Troutman with a second by Knapp to adjourn the meeting.
