Minutes of the Regular Meeting  

Tuesday, September 20, 2005. Princeville Village Hall

 The Princeville Village Board met at the above date and place.

The meeting was called to order by President Stahl at 7:30 PM with the following members answering roll call; Sutherland, Rickey, Rasmussen, Troutman, Koller and Barrington being present. A quorum was present. Notice of the meeting and the agenda were delivered and timely received. Village staff, Supt. Of Public Works, Chad Gardner and Sec./Treasurer, Sue Hofer were present.

Police report:

Peoria County Sheriff’s Deputy Breitbarth reported that a couple of drive off’s without paying for gas from a gas station had occurred; there had been a traffic accident at Spring and Walnut streets; three open doors were found at the schools; and an individual had been arrested from a Main St. business.

Resolution establishing a capitalization policy for accounting purposes:

Motion by Sutherland second by Rasmussen establishing a capitalization policy for the Village of Princeville to comply with GASB34; Resolution number 05R-0504. Roll call vote, Sutherland, Rickey, Rasmussen, Troutman, Koller and Barrington all voting Aye. No Nays. Motion passed.

Developer cost for TIF II:

Necessary paper work not on file; consider at a later date.

Bid opening, blacktop of sewer plant drive.

One bid received from B&H Blacktop. 3200 square feet @ $5200.00. Motion by Troutman, second by Koller to award the bid to B&H Blacktop. Roll call vote, Sutherland, Rickey, Rasmussen, Troutman, Koller and Barrington all voting Aye. No Nays. Motion passed.

Bid opening, North Town Avenue sidewalk:

The bids for sidewalk were received from: Baer Construction for $14,700.00, Ordaz Construction for $20,945.87, and Gardner Construction for $15,485.00. Motion by Rasmussen, second by Troutman to award the sidewalk contract to Baer Construction for the cost of $14,700.00. Roll call vote, Sutherland, Rickey, Rasmussen, Troutman, Koller and Barrington all voting Aye. No Nays. Motion passed.

This project was spec’d as 740 Lft x 4 ft x 4 inch thickness, and the contractor must abide by 2005 prevailing wage act.

Participation in Heritage Days 2006, with PCA Bluegrass joint funding:

After discussion a Motion by Koller second by Troutman to table any action until after a joint meeting with PCA, Lions Club, and Village Board persons and to make a decision 0n October 3, 2005. Voice vote. All Aye. No Nay. Motion passed.

Committee reports:

Pool committee: the attendance was reported at 10,868 for the year 2005, A Good Year!

Street committee: it has been reported that some concerned citizens think a sidewalk needs to be installed along Evans St., from Town Ave to the South doors of the high school on the East side of the school building. Motion by Koller second by Sutherland to do a feasibility study along East Evans St. , Town St. to the South East entrance of the high school on Evans St. Roll call vote Sutherland, Rickey, Rasmussen, Troutman, Koller and Barrington all voting Aye. No Nays. Motion passed.

Property Committee: three additional letters are being sent out for notification of junk cars. A complaint about garbage in the alley east of the 200 block of Walnut St has been received, will be investigated and dealt with.

Building Permits:

No new permit request received.

Supt. Of Public Works report:

A proposal for a monthly maintenance test and oil sample/change has been received by the village for the generator at the water treatment plant from Altorfer Equipment Co. for the cost of $1185.00 the first year and to raise $15.00 per year the next 4 years. Motion by Sutherland, second by Koller, to accept the generator service contract from Altorfer Co.

Roll call vote, Sutherland Rickey, Rasmussen, Troutman, Koller and Barrington all voting Aye. No Nays. Motion passed.

John Tanney is to start winterizing the swimming pool. Chad is looking into the possibility of the three businesses that use the sewer lift station behind the Day Care facility to purchase a spare pump, in case there is an emergency and the pump needs to be changed, an approximate cost is believed to be $700.00.

The ordered street name signs are in and need to be put up.

Other business:

Weeds at Alcoa plant, Jeff O’Kane said he took care of them. (?)

Steve Caldwell property at 209 S. Walnut St. has a dead tree which could fall from winds.
